Open meeting: 6:30pm
Dick moved to approve with corrections, Addison 2nd, all in favor.
- Campbell Street (special permit for 2 common driveways and special permit for open space: Mr. Gasparoni and Mr. Votruba are present this evening to request a public hearing for 2 common driveways, each servicing three lots. Applicant will also be doing open space to preserve the 53.97 acres in back. The plan is to re-shape the lots to allow for more room between houses. Smallest lot is 1.29 acres.
Plan was submitted with abutters list, deed and open space applicant permit.
Public hearing will occur on July 22, 2014.
- Open Space 7:00pm
- Common driveways 7:10pm
Fees received $1,500.00 (check number 1192).
- Maple Avenue: Mr. Votruba stated that Mr. Jim Soucy is requesting for TC-2 zoning for 3 lots. A discussion ensued resulting in a decision by the Board to go back and read the town center district bylaw. Board accepted the plans. A check for $500.00 (#1224) was received. Applicant will return on 6/24 at 8:00pm.
- Glenwood Road special permit/Mark Elbag, Jr (Lot 27):
Addison moved to approve special permit, Dick 2nd, all in favor.
- Demond Pond Project/Pleasantdale Road/Mr. Mark Elbag for Mr. Jim Soucy.
Lot 2 (1 estate lot).
Addison moved to approve the special permit for one estate lot off of Pleasantdale Road, Marilyn 2nd, all in favor. The Board will sign the plan at the next meeting on June 10th.
- Review of 6/4/14 Special Meeting minutes:
Addison moved to approve with corrections, Dick 2nd, all in favor.
- Rutland Website – New map was referenced by Mrs. Sidoti.
- Marcia Warrington email of 5/2/14:
Susan will send a copy of the minutes to Mr. Chris and Mrs. Marcia Warrington.
- Rufus Putnam House (brief discussion):
Chairman stated that he spoke with Attorney Cranston and delivered letters the Board received from Marcia Warrington referenced in May 13, 2014 minutes.
Chairman also referenced three items:
- Condition # 26 regarding the historical aspect. Is it a valid condition for the Board to make? Yes
- What about the responsibility for enforcement of condition Yes Boards.
- What are the Board’s power of enforcement? Rescind
Attorney Cranston will review all documents going back to 2005. All of the agencies involved (Army Corps, National Historic…) should be aware of what the story was and Mr. Blair had enough time to do what he had to do.
Chair stated that the Board will require two things from Mr. Bliar.
a. A letter from Army Corps stating that this project is going to require a 404 review.
b. A letter from Attorney Cranston saying no letter is required … need a leter of agreement from Mr. Blair.
- Special Planning Board meeting will be scheduled for 6/17/14 at 6:30pm:
Purpose: Review of old Brice Lemon plan to new Brice Lemon plan. Review special permit for open space conditions of approval.
Of note: 2009 Certificate of Action stated amended plan. This becomes the new date for lapse of the plan minus moratorium.
- Grand opening at Boy Scouts (Solar Farm) 1:30pm RSVP at 6/24/14 meeting.
- Obtain Tim Nahrwold signature on the Worcester District Registry of Deeds then submit.
