Present: Norman Anderson, Marilyn Sidoti, Addison Redfield, Dick Williams

Excused: Tim Nahrwold

Guests:  Mr. Mark Elbag, Gary Liimatainen, Mr. David Putnam, Sr., Mr. David Putnam, Jr., Mr. Matt Shortsleeve and Mr. Ron Lewis of RGS.

Open meeting: 6:32pm

  • Review minutes of 4.8.14
Dick moved to accept with corrections, Addison 2nd, all in favor.

  • ANR on Princeton Road/Mark Elbag, Jr:
As requested by the Board at the last meeting, Mr. Elbag, Jr. added “Princeton Road AKA Calamint Hill Road” on the plan. Plan was reviewed.
Addison moved to endorse, Dick 2nd, all in favor.  This endorsement makes no determination as to zoning compliance or plan accuracy.

  • ANR on Glenwood Road/Mr. Mark Elbag, Jr:
Plan was reviewed.  
Addison moved to endorse, Dick 2nd, all in favor.

  • Kenwood Court /Gary Liimatainen:
Mr. Liimatainen plans to pull out three lots from one (there is one existing lot already).  Plan was reviewed.  Check for $500.00 (#2609) was received.

  • Estate lots request/Mr. Mark Elbag:
  • Glenwood Road (Elbag Brothers, Inc.):
Plan was reviewed.  Public hearing was scheduled for May 27th at 6:50pm.
  • Demond Pond (Lussier Enterprises, LLC.):
Plan was reviewed.  Public hearing was scheduled for May 27th at 6:45pm.
Check for $1300.00 (#1027) was received.

  • Putnam Solar Project/ 549 East County Road:
Mr. Shortsleeve and Mr. Ron Lewis of RG, Energy are here this evening with Mr. David Putnam and his son, David, Jr. with a pre-application presentation of the project.  Mr. Shortsleeve stated that Mercury merged with RGS, Energy. RGS Asset  Management will own the legal entity.  Plan was reviewed.  
  • Will have proper setbacks
  • Electrical conduit with 4 poles will assure voltage protection and safety requirements
  • Six month interconnection study has been completed.
  • Land lease agreement is about to start
  • Site Plan Review process was gone over with applicants.  Quinn Engineering will need to review after which public hearing will be scheduled.  Once the Board is satisfied and approves, the applicant will then go to Conservation Commission and would like to obtain a building permit in the summer.  
  • Agreement is in place with National Grid.
All parties involved will return on May 13th for a Site Walk at 6:30pm after which the  meeting will re-convene in the Planning Board office.  

Addison motioned to send a new letter with the name “RGS Energy” for a procedural waiver for the solar photovoltaics ground mounted project at 549 East County Road, unanimous.

  • Conflict of Interest Law Ethics training reminder from Anita Carlson:
All Board members and Susan must complete the training.


  • Board discussion:  
  • Consider establishing a Homeowners Association as part of the Subdivision Regulations (line of ownership for the purpose of keeping track of ownership).
  • How do you establish, who is responsible for maintaining, any repercussions?

There being no further business, the meeting adjourned at 8:45pm.
