Rutland Planning Board
Minutes
1/28/14

Present: Norman Anderson, Addison Redfield, Dick Williams, Tim Nahrwold (arrived at 7:05pm), Marilyn Sidoti

Guests: Mark Elbag, David Kirwan, Coldwell Banker Realtor.

Open meeting: 6:30pm

1. Review minutes of 1/14/14
-  Regular meeting minutes:  Dick move to approve with corrections, Marilyn 2nd, Norman in favor.  Addison abstained.
  • Public Hearing minutes Demond Pond Row: Dick moved to approve with correction, Marilyn 2nd, Norm in favor.  Addison abstained.
2. Demond Pond Row discussion:  Board is still awaiting a response from Attorney   
    Cranston, Town Counsel.  Chairman will contact him again.  

3. Endorsed Irish Lane Plan/Gentleman Companies:
Mr. David Kirwan, Coldwell Banker Realtor, is present to help Mr. and Mrs. England sell their home on Irish Lane which is supposed to close this Thursday.  Four families are involved.  Nothing was ever filed as an easement or shared driveway.
Discussion ensued.  Board would be willing to sign a letter saying that there are two driveways.  Addison moved to endorse, Marilyn 2nd, all in favor.
Susan will look for Gentleman Company file.

   Meeting recessed for public hearing on Demond Pond Row at 7:05pm
   Hearing continued to 2/11/14.

   Meeting reconvened at 7:10pm.  

4.  Mail:
- Quinn Engineering request from Mr. Clealand Blair, J. regarding last bond reduction on  
   Bear Hill (12/28/10).  
  • Finlay Engineering inquiry to the Planning Board to place them on a list of possible review engineers in Rutland.  A letter will be sent stating that the Board would consider them an alternate.  Chairman will invite them to attend a meeting to do a presentation and inform the Board of their rate.
5. Jeff Lacy (DCR assistance): Mr. Lacy may attend some future Planning Board meetings as he has fallen out of touch with what’s been going on in Rutland.  The Board informed him that the only active subdivisions in Rutland at present are Miliken Brook and McAllister Estates.  Brice Lemon is being re-designed.  Brintnal is one year away from rescission (temporary easement on Brintnal referenced).  Bear Hill II fell through.  Board referenced a couple of multi-units, one eighteen unit at Four Corners (Fox Run/Mr. George Lussier) and two building/8 unit condos (James Soucy/Crane Condos).  

Mr. Lacy stated that he could offer the Board assistance by looking at the Major Home Occupation By-law which he could re-tool.  He could also offer the Board technical assistance, project review from a planning standpoint (zoning or subdivision control related).  Discussion ensued to include also looking at perimeters and flag lots.  

6. Memo suggestion from Anita Carlson, Town Clerk:  
    Discussion ensued.  Chairman will write a memo to Anita Carlson granting the Town
    Clerk authority to number the streets in Rutland.  

  • Site Walk or drive by on Demond Pond Row suggestion:  Board discussed.
There being no further business the meeting adjourned at 8:00pm.
