Open meeting: 6:40pm
- Review of 2/26/13 minutes:
Addison moved to accept the minutes without corrections, Tim 2nd, all in favor. Dick abstained.
Mark Elbag, Jr. presented 3 plans which were reviewed.
- Plan 1: Closest to Route 68 (lots 8, 9, 10). Addison moved to endorse, Tim 2nd, all in favor. $500.00
- Plan 2: Lots 11, 12 13. All are coming from one big lot. Addison moved to endorse, Tim 2nd, all in favor $450.00
- Plan 3: Lots 14 and 15. Tim moved to endorse, Addison 2nd, all in favor.
$400.00 Marilyn recused herself on all three.
Total: $1,350.00 Check number 1005.
Mark would like to come in with a preliminary plan and asked if he could get a sight plan distance determination on a possible future road. He was informed that the Board can give an indication but not a decision.
- Quinn Engineering: $195.00 each (2 bills) – One for field visit notes and email to Chairman Anderson regarding a bond reduction on Bear Hill. The second for attending a meeting at Mass DOT regarding McAllister Estates.
- Invoice number 3889 for both.
Dick stated that the Board will be receiving a letter from the Conservation Commission stating that one crossing is a vernal pool and the temporary exit will now be permanent. Brintnal plan was reviewed. Two crossings and vernal pool
were shown near Warren’s property. Bear Hill II cannot be built until second egress is built. Discussion ensued. No letter has been received from the Conservation Commission.
- 87 Maple Ave/Proprietor: James Soucy (refer to attached letter):
Letter dated 3/5/13 was referenced.
Homework: Board will read letter and take a look at how the zoning reads to further advise Mr. Senecal and Mr. Soucy.
Conferences: EPA and CPTC (Jeff Lacy invite) were referenced.
- Central Tree Estates Tax Rates on Open Space:
Two meetings ago the Board received a letter from Alyce Johns, Rutland Assessor stating that Mr. Blair turned the open space over to the town. The Board believes that Mr. Blair owns the open space. The town never accepted the open space. The Board’s concern: What if developer owning the open space decides he doesn’t’ want to maintain it or pay taxes on it. Discussion ensued. If there is a Homeowners Association and the owners do not maintain the trail, the town could put a lien on the property.
Also briefly discussed: Brunelle East open space.
There being no further business, the meeting adjourned at 8:13 pm.
