Minutes
10.22.13

Present: Norman Anderson, Addison Redfield, Marilyn Sidoti, Dick Williams

Excused: Tim Nahrwold

Guests: Mr. Elbag Jr., Mr. Caruso, Mr. Babineau, Mr. Andryzick (spelling)

Open meeting: 6:38pm

  • Review minutes of 10.8.13
  • Regular meeting minutes: Addison moved to approve with corrections, Marilyn 2nd, all in favor.
  • Fox Run Public Hearing minutes: Dick moved to accept the minutes, Addison 2nd, all in favor.
  • Maple Ave. (Crane Condos) Jim Soucy:  
Jim would like to bring in sidewalks on the side (will come in back to front) to allow more room in apartments.

  • ANRS (4) Prescott Street:
Jim will bring in next meeting.

  • Paddock Road/Doug Andryszick (? Spelling) and Ken Babineau:
Property purchased on Paddock Road had been divided in 2003 and re-divided in 2005.  Mr. Babine would like to dissolve current 3 lots to create one lot with approximately 491 feet of frontage.  Mr. Babine is not asking for an estate lot (lot can be later subdivided).   Zoning Bylaw (p. 62) #44 was referenced.
Dick moved to endorse, Addison 2nd, all in favor.  Check # 107 in the amount of $450.00 was received.  

Meeting recessed at 7:00pm for public hearing to consider creation of 2 instead of 3 estate lots on River Road/Mr. Caruso.  

Meeting reconvened at 7:13pm.

  • Demond Pond Row/Mark Elbag, Sr./creation of 2 estate lots:
Mr. Elbag, Jr. stated that his research revealed that Demond Pond Row falls under a public way (MGL Section 81P and 81L).  This is completely separate from the prior lawsuit that has been in court for five years.  These are two different right of ways).   He further stated that lots and Demond Pond Row were created before zoning.  He does not believe existing abutters will complain as they will not have frontage if they do.  A lengthy discussion ensued regarding “definition of a way”.

  • Fox Run/Mr. Lussier, Mr. Elbag/Quinn Review
Report of 10/22 was reviewed in detail. Refer to attached.

  • # 2 -  Applicant will get building elevation plan for Board
  • #4 – Has been addressed
  • #6 – No
  • #7 -  Okay
  • #8 – Okay
  • #9 – No need for it
  • #10 – All set
  • #11 – Has done this
  • #12 – All set
  • #13 – Will do overflow parking for 8 cars
  • #14 -  Keeping it limited – will put decorative sign at the entrance
  • #15 – Has been corrected on plans – wait for final report from Quinn
  • #16 – Addressed
  • # 17 – Addressed
  • #18 – Mark got him another report yesterday
  • #19 – Mark does not want designer piped.  He assured the Board that the
          buildings and road will not flood
  • #20 – Board has not problem with this
  • #21 – Discussed prior – has been addressed
  • #22 – Addressed
  • #23 – Addressed
  • #24 – Quinn hasn’t seen these plans yet – wait for final report
  • #26 – Mr. Lussier assured the condo documents will clarify this.  Easement will be written into the condo documents.
  • #27 -  Addressed
  • #28 – Has been added
  • #29 – Board does not want fence
  • #30 -  Okay
  • #31 – Okay
  • #32 – Will put an four inch under drain in (PVC with stone)
  • #33 – Will be provided
         
There being no further business, the meeting adjourned at 8:47 pm.
