Guests: Attorney George Lussier, Mark Elbag, Michael Sullivan, Matt Shortsleeve, Mercury Solar Systems, Inc.
Open meeting: 6:38pm
- Review minutes of 9.24.13:
Dick moved to accept the minutes with corrections, Addison 2ndall in favor.
- HPPD (Heights Planned Development District): Mr. Michael Sullivan stated that the R.D.I C. is re-writing zoning for HPPD. He presented a new proposal and would like to set up a public hearing prior to town meeting 11/18. Article has been submitted and Selectboard have the warrant.
The Board would like to see the original proposal and receive a copy of the construction plans with disks of pictures of the road construction. Mr. Sullivan will get these to the Planning Board.
Meeting recessed at 7:00pm for public hearing for Fox Run Village multi-structure units/Mr. George Lussier.
Meeting reconvened at 7:50pm.
- ANR (minor modification)on Campbell Street/Mr. George Lussier:
Plan was signed. Check number 7615 for $600.00 was given to the Board.
- Quinn Report dated 10.8.13 on Barre Paxton Road Multi-Structure Units plan entitled Fox Run Village/Elbag/Lussier:
Report was reviewed.
- #2 – Electric, cable will be underground and lights will be on the building. Utilities underground will be noted on the plan.
- #3 – Will provide profiles/elevations of the proposed buildings to the Board
- #5, 6 – Would like to leave everything untouched up front. Will make sure it looks country around the buildings. A sidewalk is not needed.
- #8 - Won’t be a problem as there is plenty of acreage. Mark will double-check and will put a note on the plan.
- #10 – Letter from Fire Chief stating that he is okay with diameter for turnaround. Chairman has copy for file.
- # 11 – Have good line of sight per Mr. Lussier
- #13 – Will have one car garage is there is sufficient space for car in driveway.
- #15 – Drainage Analysis Comments: Applicant will work with Quinn on this.
- #23 – Good line of sight. Hoping Planning Board can waive this. Brush will be cleared for sight distance.
- #24 – Mark will put in culvert.
- #25 – Access to easements is not applicable
- #26 – Will write up easements at end once everything is built
- #29 – no fence
- #30 – Board of Health – Mark will submit when complete.
- Demond Pond Row/Mark Elbag, Sr./creation of 2 estate lots:
Mr. Elbag stated that property is owned by his father. He is looking to buy frontage on Demond Pond Row. This is not part of the land involved in a prior lawsuit. There is 300 foot frontage. Sally Hayden informed Mr. Elbag, Jr. that this is a private right of way. Mark would like to survey the land but would like to seek advice from the Board prior to. The Board would like to obtain a legal opinion on the frontage from Town Counsel. Chair will hand carry to Attorney Cranston for answer at next meeting.
- Putnam Solar Project/Matt Shortsleeve, Mercury Solar Systems, Inc., Waltham, MA:
Mr. Shortsleeve is seeking a waiver/letter of exemption from the Board for his planned solar photovoltaics project at 549 East County Road, Rutland, MA. He now has a customer and would like to get started on the project. Road is built and he has an interconnection service agreement. He spoke with Mass ATCA and communicated that the process is complicated. Mr. Shortleeve assured the Board that he would not circumvent the Planning Board process. Board agreed to write a letter after crafting the correct language giving approval for Mercury Solar Systems to proceed with submission of application to obtain a building permit. Addison moved, Marilyn 2nd, Tim and Norman in favor. Dick abstained.
There being no further business, the meeting adjourned at 8:42 pm.
