RUTLAND PLANNING BOARD MINUTES
November 27, 2012
Opened: 6:40PM
Present: Norman Anderson, chairman; Richard Williams; Addison Redfield, Marilyn Sidoti, Tim Nahrwold
Regular meeting minutes: Dick moved to approve with corrections, Marilyn 2nd, all in favor. Tim abstained.
- Patriot Hill Request to Release Bond:
Chairman was contacted by Sally Hayden. Spencer Savings Bank had contacted her requesting release of bond on Patriot Hill.
After a discussion, Addison motioned to dismiss the remaining surety bond, Dick 2nd, all in favor. A letter will be sent to the bank stating this with a cc to Maria Hopkins and Sally Hayden.
- George Lussier/Self storage Unit:
Rick Travis, Building Inspector received the Planning Board’s letter asking him to hold any building permit until a check is received by Mr. Lussier. Mr. Travis informed the Board that he had seen Mr. Lussier and he communicated to him that he mailed a check two days ago. Susan will check to see if check in the amount of $1,526.00 was received.
- Informational environmental notification on 105 and 106 Maple Ave/Mr. Julian Votruba:
Notice was read. Conservation Commission has a copy.
- Attorney Berg and Laipson correspondence regarding a notice of intent to sell land assed pursuant TO Ch. 61A (Vera Sobal, 142 Glenwood Road). Sale amount: $270,000.00:
Chairman moved that the Board is not interested in purchasing the property, Dick 2nd, all in favor. No action is needed.
- Discussion on 3 Solar projects proposals:
- Mr. Putnam has still not submitted a plan for his project, only an agreement is in place.
- Mass PVC/ Glenwood Road– Has to come back to the Board with an updated plan.
- Treasure Valley needs to submit a plan showing the tree plantings.
- National Grid Correspondence regarding natural gas:
Memo was referenced.
- Memo from Rick Travis, Building Inspector, regarding replacement of antennas on the Communications Tower:
Chairman stated that he got a call to see if Sprint needs to come to a meeting with a plan. The Board sees no need for this. Chairman will wait to hear from Sprint.
- Fletcher and Tilton, Attorney correspondence regarding road/Bonnie Bessie mobile home park road:
Mary spoke with Bonnie this morning. Bonnie has spoken with Seth and Tom. Both agreed that the road was wide enough and had been used previously for ambulance calls.
Discussions included:
- Has a test run been done in the Spring using the large fire truck?
- Area in the original section on sidewalk has probably not been approved for gravel.
- Have signatures from all residents stating they do not want a sidewalk been done?
- Do they have a letter from fire saying the fire trucks can go there?
- No sidewalks are being proposed.
The Board would like to receive a letter from the Fire Chief and Police stating that fire truck as well as ambulances can be used. Suggest: Letter to ZBA be written that all vehicles can pass all seasons otherwise the road needs to be asphalt.
- New Fire Chief, Brad Webber Meet and Greet:
12/6/12 – Library from 6-8pm.
Chairman will invite him to come to come to a future planning board meeting.
