RUTLAND PLANNING BOARD MINUTES
April 24, 2012

Minutes of regular meeting on 4/10/12 were reviewed. Addison moved to accept with corrections, Dick 2nd,all in favor.
Minutes of public hearing estate lot on Campbell Street (Lussier) were reviewed.
Addison moved to accept, Dick 2nd, all in favor.
- Blair Miliken Brook Subdivision (preliminary plan, special permit for open space design)::
Plan (35 lots) was reviewed.
- L.I.D. (limited impact design
- No drainage
- Chairman read the criteria needed for preliminary plan requirements
- Mr. Blair will bring a check to the Chairman. Once check is received the clock will start.
- Preliminary plan administrative fee total: $8,750.00
- Consulting fee total $17,500.00
Total: $26,250.00
- Mark Elbag Estate Lots at 198 Glenwood Road:
- Mark took the 4 frontage ANR lots off the plan and put them on a separate plan. He now has the 3 estate lots on it’s own plan for public hearing on 5/22/12 at 7:15pm.
- Plans were reviewed. Addison moved to endorse the ANR lots, Tim 2nd, all in favor.
Check for $650.00 (#832) was received for both ANR and estate lots
- Application for Boy Scout solar Project (NEXAMP) total property 140 acres:
- Representatives from NEXAMP (Eric Aubrey and Tyler Leeds) and Coghlin (Edwin Coghlin, Jr.) and Whitman and Bingham (Brian ? Mellissy) were present.
Brian stated that he is glad to have partnered with the Boy Scouts and Mohegan Council. He spoke on a number of facets to the project.
Chairman stated what the requirements were from a planning board perspective. Application is complete, have plan and application form, fee (have check), have the stormwater management process.
He informed applicant that a fee for review of the plans by Quinn Engineering will be required of applicant as well. Once everything is deemed acceptable a site walk will be scheduled after which a public hearing scheduled.
- The entire project is within the Town of Rutland
- There are some wetlands involved (applicant will be filing this with ConCom).
- Discussions ensued to include contents of submission packet (construction notes, existing conditions plan, overall site plan, larger scale for Quinn Engineering review,
- Inverter locations, etc.). There will be no building on site, access roads have been
designed wide enough to fit a larger truck, mounting methods, slopes will be cut and filled once they graded, driven pile system will be used rather than ballister system.
Applicant will have to provide some earth removal. There will be no wetland crossings ,
and no river front areas. National Grid’s role will end at the connection poles. Monitoring of site will be done remotely (24/7). There will be one educational sign placed on Pleasantdale Road to educate students in town on solar power.
Mohegan Council will also be working with 5th graders in town, Worcester County Schools.
Mr. Ray Griffin stated that the Scouting Audobon is looking to put in an education facility in the future. Public education exhibits will also be forthcoming.
Goal: To manufacture electricity and educate the public.
Chairman advised applicant to get in touch with the Board of Selectmen on the pilot program (which is taxable) to get the process moving well. Mr. Leeds will contact the
Board.
Plan has been submitted to the Fire Chief.
No waivers are being requested at this point.
Applicant will submit stormwater report, check, abutters list (will stamped/addressed envelopes)to Planning Board for public hearing on May 22, 2012.
Site Walk: May 8th 6:30pm.
