RUTLAND PLANNING BOARD MINUTES
FEBRUARY 14, 2012

Opened: 6:34 PM
Present: Norman Anderson, chairman; Richard Williams; Addison Redfield, Stephanie Bacon, Tim Nahrwold
Absent: Dick Williams
Guests:  Mr. Putnam and his son Dave, Marc Elbag, Jr., Joseph Fitzpatrick, Dave Fenton of D.G. Clean Power, LLC, Kevin Buttel, Bob Courtney and Gus Abalo, Eosol Americas
Minutes of1/24/12 were approved with corrections.
  • Special permit for site plan approval/Mr. Putnam:
     Special permit application for site plan approval for village center district was reviewed.  Wording was added to #2 to read “Gross Sq/Ft. of existing and proposed buildings and structures”.
      Addison moved to adopt the application for site plan approval/special permit village district, Tim 2nd, all in favor.  
      Application was given to applicant.   The Board is awaiting application completion.

  • ANR
    Autumn Woods, Senior Housing, Barre Paxton Road/Marc Elbag, Jr.:
    Mr. Elbag stated that since the rules were changed he had to get a variance  
     for the property lines in question.  He would like to change the property lines
    back to the original note lines resulting in one huge parcel.  The Board
     would like to see an updated plan as the plan presented this evening is 8
     years old.  Mr. Elbag will look into this and will return.

  • Solar Project pre-application conference/549 East County Road/Route 68:
Mr. Joseph Fitzpatrick and Dave Fenton of D.G. Clean Power, LLC distributed packets and Dave presented  the project.  Mr. Fitzgerald stated that both have met with Selectmen, Assessors and Building Inspector.  Dave Fenton stated that the project will be done in 3 phases and has good interconnect in the environment and with National Grid.  The property abuts state lands. The layout footprint of panels were illustrated.  There will be no visual or traffic impact.  There will be no buildings, just inverters and occasional maintenance will need to be done.  The road is private.   Applicant will be submitting the project formally to the Board.

  • Solar Project/Glenwood Road/Mr. Kevin Buttel/Bob Courtney and Gus Abalo of Eosol Americas:
Mr. Abalo stressed the importance of getting this on the town meeting warrant in May.  If approved, he will be looking to break ground in July.
Chairman has application.  Binders were distributed.  Chair continued that a site plan review will need to be done.  Project was presented.  The applicant is waiting to hear back from Conservation on Site Walk on February 18th.  Mr. Ababo again stressed the importance of having this done before 3/27.   

     Rutland Solar Bylaw will be emailed to Carl Hultgren  of Quinn Engineering  
     for project review.  Cost will be assumed by applicant.  A cost estimate is
     needed for the next meeting.

    Mr. Abalo asked Chairman to contact him once the cost proposal is   
    determined.  He will send a check.

   Chairman stated that the Board would need to write up approval and  
    conditions.  Mr. Abalo will send boiler plate to Norman.  
    A public hearing will be set for 3/27/12 at 8:00pm
   Of note: Received a check for $1400.00(for plan review only) which was
    deposited.  Quinn Engineering started review.

  • Patriot Hill Bond reduction:  A letter to Spencer Savings Bank will be sent.
  • Cullinan Invoices on Austin Estates:  Chairman informed the Board that a letter was sent.  No response has been received to date.
