Rutland Planning Board
Minutes
5/24/11

Open meeting:  6:42pm

1. Review minutes of 5/10/11:
Dick moved to accept minutes, with corrections, Addison 2nd, all in favor.
RE: #6 in minutes:  Tom Ruchala, Fire Chief, has not responded to the item.

2. Subdivision Rules and Regulations adopted by the Planning Board 10/12/10:
   Sally will time stamp and place in planning board mailbox.  Susan emailed
   final to her.
    
3. ANR Wildbrook Drive off Pleasantdale Road:
Mr. Chris Desaulniers, presented plan.  This is his father’s land. Mr. Desaulniers stated that when Wildbrook Drive was put in his father wanted to gift the lot to him.  He would like to subdivide and attach to his sister’s property with frontage on Wildbrook Drive.  New lines were viewed (back line was an original lot line).  Lot is a buildable lot and has the right frontage.  
Discussion ensued.  Mr. Desaulniers was advised to see the building inspector about obtaining a bulding permit (Assessors map 10, lot 7).  

Meeting recessed at 7:00pm for public hearing on McAllister Estates.

Meeting reconvened at 7:02 after public hearing was opened (no discussion) and continued to 6/28/11 at 7:00pm.  Extension deadline on both subdivision and open space special permit was granted to 9/30/11.
Dick moved, Addison 2nd, all in favor.  
Of note:  This is not an official submission.
Mr. Dave Salvadore suggested moving the access road (Lizzy Lane is very steep to the brook).  He also suggested putting in a state of the art bridge and would like to see the eco system preserved.  
Discussion ensued.

Mr. Blair stated that he has only 2 ANR lots left on Pleasantdale.  Lots on the plan were referenced.  Phases 1 through 5 will be done first and will connect to phases 6 through 10.




4. ANR on Route 68/Mr. Blair:
The board informed Mr. Blair that they are still waiting for the ANR changes (redo of lots) made to the plan.  Mr. Blair assured the board that he would do this.
Dick stated that he would like to see a 50 foot right of way (leave it up to the town to put a road in).  He also stated that he would like to see a connector road put in to keep traffic away from Ridge Road as he is concerned with the safety and future of Rutland.  Mr. Farrell’s property was referenced.  

Dick asked if there was opportunity for a play area.  Clea was not certain but thought perhaps for a soccer field.  

Chairman suggested a site walk be done.  Members agreed.  Clea was ask to have the lots flagged.  

Planning Board members will open their meeting on July 12th with a site walk at 6:30pm, after which the meeting will resume.  

Hearing on June 28th at 7:00pm:  Mr. Blair will have all information and documents needed.  

On another note, Mr. Blair will bring a check for $7,500.00 to Chairman Anderson tomorrow.

5. Marc Elbag/ 1 Estate Lot on Wachusett Street:
Mr. Elbag is present with application, plan and fee.  He was informed that a public hearing will need to take place for the estate lot.  He will get the abutters list with envelopes to Susan and public hearing legal ad will be sent to the Landmark for advertisement and to the Town Hall for posting.  Mylar will need to be signed.

Chairman does not see a problem granting the estate lot before the ANR.  

Public hearing on estate lot will take place first on June 28th at 6:45pm.
ANR lots will be discussed after public hearing.  Fee: $400.00 for 2 lots.

6. CMRPC Annual Dinner Meeting:  June 9th at the Manor in West Boylston:
Susan will email Judy Pearson at CMRPC with count.  

Addison moved to adjourn meeting at 7:53pm, Stephanie 2nd, all in favor.
