Present: Norman Anderson, Dick Williams, Lester Grace

Excused: Stephanie Bacon, Tim Nahrwold

Meeting opened at 6:35pm

  • Review minutes
  • Minutes of 11/9 were taken by Stephanie King in Susan’s absence.  Hold review until
     12/14/10 meeting.

2. ANR’S:

  • Maple Ave (West Side) J. M Soucy:
        Plan was reviewed. Lester moved to endorse plan, Dick 2nd, Norman in favor.  Check for   $400.00  (#6476) was received.


  • Old and New Business:
        1.  Bear Hill Bridge:
Everything is paved except the bridge.  Holden Trap Rock would not pave the bridge.   They will sub it out to Caruso Paving to do the bridge.  Paving looks good (to pump station).  It may take a little longer to pave the bridge.  Plan reviewed this evening was signed by Jim Kalloch October, 2006.  Chairman met with Carl Hultgren and Kevin Quinn from Quinn Engineering and they were happy with what they saw.

2. McAllister Estates/Four of 5 votes are needed and Stephanie Bacon will be unable to attend the meetings for awhile:
Chairman expressed that he has 3 calls in to Attorney Paul Cranston but has not heard back from him.  The Board, at some point, will also have to vote on Craig Bacon’s Senior Housing Project (future agenda item).
Chairman will try to contact Attorney Cranston again.
Steve Parker suggested perhaps moving both out to the first meeting in February.  
Of note: Lester Grace will not be at the 2/22/10 Planning Board meeting.



4.         Older Subdivision Rules and Regulations:  
Chairman asked Susan to check to see if older subdivision rules and regulations are on line.  Susan will check.


5.        Wind Energy By-law in Town Clerk’s Office:
           Steve Parker distributed 4 documents for discussion.  Steve informed the Board that Worcester just did a very comprehensive renewal energy ordinance.  Noise is an issue.
                He suggested contacting Mass APA fellow from Templeton that the RDIC spoke with, if it’s decided to do at Rutland Heights location.  Two are going up in Gardner.  
                Steve will research and get someone to come to a meeting to guide the Board.  He also wants to assure the Building Department is okay with this.

           Steve plans to have more by the 2nd meeting in December.
           Discussion ensued to include whether this would be the best way to conserve energy.  
 


        There being no further business the meeting adjourned at 8:25pm
        Dick moved, Lester 2nd, all in favor.
