Absent: Richard Stevens, Health Agent


  • Opening of meeting by the Chair:  Scott Gilroy opened the meeting at 6:00 p.m.
  • Review & Acceptance of Minutes: Elliott Nadeau  motioned to accept the minutes of August 21, 2017.  Karin Prucnal seconded.  Vote was unanimous.
The Board of Health will be referred to as the “Board”.

Old Business:   

Health Agent Position:

The Board of Health is still in the process of responding to a public records request regarding the Health Agent position.  Records have been sent within the required time period but further records have been requested.  The Board will release information that is necessary under the Massachusetts Public Record Act.
     
New Business:  

Earthworks Board Member:

The Board discussed the Earthworks Board.  Scott Gilroy nominated Elliott “Butch” Nadeau as Earthworks  Board representative from the Board of Health.  Karin Prucnal seconded.  All in favor.

6:15 p.m. Bonnie Besse – Bigelow Mobile Homes – Bonnie Besse attended.  

The Board spoke with Bonnie Besse regarding her permit for Bigelow Mobile Homes.  The Board would like to wait to issue a permit until they hear from the Attorney General’s office regarding any issues they may have.  They also want to wait to issue a permit until Ms. Besse makes the necessary arrangements with the Treasurer’s office to discuss a payment plan to clear up any unpaid balances with the Town.  

Scott Gilroy made a motion to hold off on issuing any permits until the Board receives further notification from Attorney General’s office and Treasurer’s office.  Karin Prucnal seconded.  All in favor.

6:30 p.m.  Animal Well – Leroy “Skip” Clark attended

Leroy “Skip” Clark met with the Board to discuss an animal well that he would like to put on his property.  It would strictly be used for animals on the farm.  The United States Department of Agriculture will be assisting with putting in the well.  Mr. Clark brought in the water well state drawing template. The USDA determines where the well will be located on the property.  The Board told Mr. Clark that he would need a well permit from us.  He will bring the application and fee in as soon as possible and it will be reviewed by the Board’s Health Agent too.

Scott Gilroy motioned to grant the well permit located by the USDA. Elliott Nadeau seconded.  All in favor.  

6:45 p.m.

Flu Clinic – Judie O’Donnell, Wachusett Medical Reserve Corps attended

The Board discussed the upcoming flu season and flu clinic with Judie O’Donnell.  They discussed supplies needed for the flu clinic.  The Board has the majority of supplies to run the flu clinic.  Lynn Miller was asked to contact the DPH to see if they could assist in purchasing some of the supplies.  A tentative date was set for November 4 but that had to be changed to November 11 from 9-11.  Confirmation of that date is not complete.

Adjournment:  Scott Gilroy made a motion to adjourn the meeting. Elliott Nadeau seconded.  Vote was unanimous. Meeting adjourned at 7:15 p.m.
