Under Chapter 131, Section 40:
ZPT Energy Solutions II, Order of Conditions—271 Glenwood Rd.--Hearing opened at 7:31 P.M. Motion made to close hearing--Motion made by Peter, seconded by Eric; vote unanimous at 7:41 P.M. Notes: Jim Basile presented on behalf of Hannigan Engineering. Peter asked about grading, they will stay fairly close to the grade. Eric asked who was reviewing the drainage, this will be done by Quinn Engineering (they are awaiting their comments). DEP had several comments including the following: 1. Concerns about a potential vernal pool, they recommend a shade buffer so any tree that is 12” or greater diameter will be cut down. 2. Storm water checklist to be signed & stamped by certified engineer, they are working on this.
3. Partially located in Zone A, no work being done in that area. 4. Bottom elevation of detention basins. There’s bedrock about 2 ft. down, but this is the best location. Bedrock is highly decomposed, easy digging. All will be stabilized. Eric asked if conduits are in sand, yes they are. No other concerns from DEP or the board, OoC voted on and approved.
ZPT Energy Solutions II, LLC, Order of Conditions— Glenwood Rd. II—Hearing opened at 7:41 P.M. Motion made
to close hearing—Motion made by Shawn, seconded by Peter; vote unanimous at 7:53 Notes: Jim Basile presented on behalf of Hannigan Engineering. BVW on easterly side of site. Three detention basins to mitigate peak rates of runoff. Straw waddles and silt fences being used for erosion control. Willard asked if there is a creek on the property, no there is not. Peter asked if there’s only 1 access and asked about access to other areas of the site. There is a 15 ft. gap between the fence and the panels that a truck could easily drive between. DEP had several comments including the following: 1. Concerns about a potential vernal pool, they recommend a shade buffer so any tree that is 12” or greater diameter will be cut down. 2. Storm water checklist to be signed & stamped by certified engineer, they are working on this. 3. Partially located in Zone A, 1 detention basin to regulate flow and another is
being eliminated. They’re adjusting the grading and adding a vegetative berm to mitigate impacts on the wetland. 4. Bottom elevation of detention basins, no bedrock & sub drains are sufficient. 5. Ensure erosion controls are in place, will be using straw waddles and silt barriers. Will submit a SWPP for additional details to DEP. Peter asked when work will start, they say ASAP once permitting is finalized. They will be providing revised plans prior to construction. No other concerns from DEP or the board, OoC voted on and approved.
Pro-Tech Energy Solutions, LLC, Order of Conditions—Glenwood Place--Hearing opened at 7:54 P.M. Motion made to close hearing--Motion made by Peter, seconded by Eric; vote unanimous at 8:04 P.M. Notes: Jim Basile presented on behalf of Hannigan Engineering. Three detention basins for drainage, all have sub drains and outlet structures, will discharge toward the woodlands. No work will be done within Zone A. Eric asked if the first detention basin will spill away from the array, which it will as it’s situated on the slope to capture storm water. DEP had several comments including the following: 1. Abutters to 258 Glenwood Rd. not notified regarding the gravel access drive. They aren’t required to, but will be when they file NOI for site development for another solar array. 2. Detention basins
and bedrock, all will be stabilized. 3. There is concern with water flow on the gravel road toward E. County Rd. The drive is existing and will be built up to prevent such an issue. More detail will be provided in an NOI for further site development. 4. Erosion control measures—all in place. Peter asked how long it will be from clearing to seeding, it will be approximately 6 months. No other concerns from the DEP or the board, OoC voted on and approved.
Discussions:
Skip Clark addressed his concerns about built up sediment in the brook on Moulton Mill Rd. He believes it’s coming from the dam and also observed siltation in the culvert as well. The board members will take a look in the next week or so and it will be further discussed at the next meeting on October 16th.
