ZPT Energy Solutions II, Order of Conditions—271 Glenwood Rd.--Hearing opened at 7:15 P.M. Motion made to continue hearing to October 2, 2018 @ 7:15 P.M.—Motion made by Shawn, seconded by Melissa; vote unanimous at 7:32 P.M. Notes: Plans for a solar array, several areas of BVW. Work is limited to the 25 foot buffer zone with erosion controls
in place, including a “shade” barrier (leaving tree stumps behind after cutting the trees). Peter asked about steep grade on detention basin, Chris said basin will chase the grade down to level land. Overall, there will be limited grading. Eric asked about compacting, which will be done to 95%. Melissa asked if there is a need for stockpiles, to which Chris answered no. Peter couldn’t attend site walk, but asked what others had seen. Joe said there were no areas of concern, all flagging is proper. Melissa inquired about seeding and vegetation and reviewed plans, all acceptable. Hearing continued to October 2nd to ensure there are no further comments from DEP before issuing OoC.
ZPT Energy Solutions II, LLC, Order of Conditions— Glenwood Rd. II—Hearing opened at 7:34 P.M. Motion made
to continue hearing to October 2, 2018 @ 7:20 P.M.—Motion made by Eric, seconded by Willard; vote unanimous at 7:42 P.M. Notes: This solar array will be adjacent to the project @ 271 Glenwood Rd. There will be 3 separate detention basins and a small setline area, erosion control measures are in place. Peter asked about utility easement, which will be the same as previous easement on other projects. Shawn asked about cart path, which will not be used. Primary access will be off Glenwood Rd. No area of concerns on site
walk. Eric asked what they will start with, which will be roughing in the detention basins and clearing the land. No other issues, hearing continued to October 2nd to ensure there are no further comments from DEP prior to issuing OoC.
Pro-Tech Energy Solutions, LLC, Order of Conditions—Glenwood Place--Hearing opened at 7:50 P.M. Motion made to continue hearing to October 2, 2018 @ 7:25 P.M.—Motion made by Melissa, seconded by Shawn; vote unanimous at 7:56 P.M. Notes: This will be a 3 megawatt solar facility, accessed via 258 E. County Rd. They are proposing staying outside protection zones by an additional 10 feet. They are installing several detention basins and a swale protecting abutters from storm waters. Melissa asked about closest point of disturbance to the wetlands, which will be a 25 foot minimum. No other issues, hearing continued to October 2 to ensure there are no further comments from DEP prior to issuing OoC.
Town of Rutland DPW, Order of Conditions—Moulton Pond Dam--Hearing opened at 8:02 P.M. Motion made to close hearing—Motion made by Peter, seconded by Willard; vote unanimous at 8:51 P.M. Notes: Project is still in the permitting process, all set with MEPA, awaiting 401Quality Certification with DEP. The town is looking to get funded with a $1M grant and the town will be responsible for the remaining amount, an additional $1M+. Chris Einstein and John Morgan from CHA answered questions raised at previous hearing. Joe raised concerns about the culvert and dam not surviving in heavy storms and subsequently the impact on surrounding homes and roads. They studied the dam, and with a 100 year storm, there would be a flood event. The goal is to construct a new spillway to control a 100 year
storm event. They are proposing a new spillway design with an increase of 0.2 feet. Joe asked about the water level under normal conditions, that will not be changing. Joe states that the pond needs to expand to hold more water or the flow will increase. They say the peak flow is controlled by the weir, and the dam as it is, also provides storage. Joe would like to see the dam removed all together and lower the water elevations. Dam removal is not a part of their scope—they were hired to make sure the dam is functional and can withstand the 100 year storm. Still many questions and concerns, but they are outside the scope of the ConComm.
