Submissions

Determination of Applicability – Bullard Properties, Central Tree Road and Roberts Drive.  Hearing will be April 18, 2017 at 7:15 P.M.  Request to see if swale is jurisdiction or not.  Site walk Thursday at 9:00 A.M.

Glenwood Road
Vincent Ross, Jr. and his neighbors came in to voice concerns.  They abut the property that Mr. Blair purchased.  The old neighbors used to have a logging company before Blair owned it.  Trucks have started dumping fill in the area.  The road that accesses it is very narrow, and the area is very wet.  The old owners tried perc’ing the area three times but it was so bad it failed.  He has some questions as to whether the area is capable of having septic systems.  They perc’ed this past February, which he is surprised it passed.

The road is a private road and it is not done well and that is concerning.  Currently it appears that they are dumping fill over stumps and wood, and it was never grubbed out for a road which Vincent Jr. believes is supposed to remain private.  There are eleven lots approved and he does not understand how that is possible.  He has water in the basement every time it rains.

Gary Kelleher has come up to the area and has looked as well at the road.  Roman said that we can go to his property and dig a hole to see how much water there is in the ground.  Joe explained that we cannot do that, as it is not within our jurisdiction.

Jake asked if they went to the Board of Health.  Vincent Ross, Sr. went to the Board of Health today and got the maps where they perc’ed.  Jake asked if the perc’s were in the same place or not as the old ones.  Vincent, Sr thinks it is about 50 feet away from the original perc testing.  Jake suggested that they should definitely go to the Board of Health who has jurisdiction over this.

According to the current plan, they are only going on the south side where there are no wetlands, which mean it isn’t within our purview.  They have gone to Board of Selectmen and Joe, Norm, etc. went over to the area and looked it over.  It is not under our jurisdiction, but Jake suggested that they ask to see the plans from the Board of Health.

Joe offered to help them sit with Mr. Blair and let him know what their concerns are as a private citizen, not as a board member, to see if there can be an amicable resolution to this.  Roman said he spoke to Mr. Blair at one point, who offered to sell him the property, but the price is too high.  Roman is concerned that if the 11 houses go up, how will the fire trucks, etc. be able to turn around, drive, etc.  Joe suggested asking the fire chief to look at the road and weigh in on that question.

Earth Removal By-Law
Earth Works Board By-Law and Amendment are moving forward.  The By-Law Subcommittee has questions so Peter will be going to their next meeting to answer them.
