Minutes: December 5, 2017

Meeting Opened: 7:05 P.M.

Application Submissions:

Julian Votruba from New England Environmental Design LLC submitted for an amendment to an order of conditions for Lot 1, Pommogussett Rd. It was originally issued about 1 year ago, however, the plan needs to be amended for the installation of the septic. He presented new plans to the board showing what work will be performed, plans that have been approved by the Board of Health. He has been in contact with the DCR, however, in 6 months’ time he still has not received any communication in writing. The DCR went to the DEP stating that a variance is needed, but DEP sent a letter stating they wouldn’t issue a variance. He was able to get an easement in the buffer zone outside of the 200 feet of the watershed zone. He’s asking to do minimal grading to get the septic installed, the house will remain in the same spot. DPW has granted an easement to complete the necessary work. They have also verified that the septic will be the required distance away from the wells of abutting property owners. Julian has obtained a list of the 5 abutting property owners and will be notifying them of a public hearing to be held on December 19, 2017 at 7:15 P.M. The hearing will also be published in the Telegram & Gazette at least 5 days prior to the event.

Rutland resident, Carol Martins, attended the meeting to learn more about the town as she is new to Rutland as of July 2017.
