Notice of Intent, Christopher Celozzi, 20 Paddock Road. Hearing opened at 7:40 PM. Green cards received.
Lot predates the Watershed Protection Act. They are putting the house, septic and well for the loft which is as far as they can go. They surveyed the lot a few years ago, so they could have a plan to reference on a deed. He extended the current silt fencing further up on the plan and also by the septic. The original house was moved slightly to the right to keep within parameters of building requirements by being too close to the property lines at first. The culvert piping is already in and the Crossing is completed and the area is protected well. There were no questions. Discussions
Doug & Shelley Travers, 51B River Road
They came in to voice concerns about a rain garden designed on the property for their property and the neighboring properties, but it isn’t completed. They are concerned with the whole thing. There are dirt and limbs in the area and they don’t have silt fencing, and the limbs are ripping it out. Hydroseeding has been done, but not much mulching which the builder is supposed to do. It is not aesthetically pleasing and needs to be completed so it isn’t a mess. They used tailing instead of rip rap. The rain is going to push the grass and it washed out. The builder dug it all up when the Travers complained, and they came out and redug it. They were supposed to fill it with stone, but told the Travers they did have the money in the budget to do
that.
She would like to see the garden completed and the common driveway paved. The rain garden was ordered by DCR, not the Conservation Commission. The Travers were under the impression the hole would be 2 feet deep and it is bigger than that. They would like it taken care of now rather than down the road. Joe explained we can’t do much but we can help with the swale from the other driveway. Drainage swale from 51C to 51B we can help with. The driveway we can’t really help with as far as paving. Jake said on the opposite side of the driveways there is no area of discharge like there should be. The plantings will have to be waited on. Joe is going to reach out and speak with the Builder, and will get back to the Travers.
