Motion to approve Minutes from September 20, 2016 – Motion made by Dick, seconded by Jake; vote unanimous at 8:02 PM.

Discussions
Karla spoke to Gary about #7 – Environmental Challenges. Gary wrote out a statement for point #7. There are 3 landfills not 2 – Marsh Field, Charnock Hill and Rutland Heights. Peter asked when they were capped – Joe said Board of Health would know the answer. Peter will check with the Board of Health for the answer. Gary said no erosion issues in town. Jake said Moultin Mill Road does erode and there are other areas as well, like Pleasantdale, Edson Road Ext., etc. Peter will add some verbiage to 7.2. On 7.3 Scott said Miles Road should be a concern for chronic flooding.
Dick asked about Richards Road which the Planning Board had put in as another emergency road to the school. Joe and Scott both agree the road is not stabilized. Eric said as long as it affects open space, otherwise we don’t have to address it right now, and Joe agrees.
Eric found Peabody’s Open Space Plan that has a good blurb in it. Peter is going to review it and edit ours, as necessary.
Dick reviewed the Plan and wrote some notes for corrections, etc. Peter took them to review, edit, add to the current plan.
Reviewed Plan. Peter has been editing, and we reviewed Peter questions.
Page 5 – changing the picture of the tree – Dick is giving him one.
Peter confirmed all the numbers already throughout the document.
Page 6 – Dick had a question on population statistics. Peter has “within” and Dick said it is “above” population projections.
Page 9 – tax rates – Dick thinks it should reflect tax rates are going up.
Peter said that the Zoning map doesn’t have a Map Number on it. John asked if the map is referenced anywhere in the Plan which would make it need a #. Peter will check and let us know.
Build Out Analysis – Adding that we are waiting to hear about DEP when they change things so that as why it hasn’t been updated it yet. Eric found another passage. Peter is going to review and see if it will work here.
There are no protected town lands.
Karla will send a new picture of the farm.
Peter said Open Space map needs to be updated; there has been a lot of movement of 61A so he thinks it should be redone.
Peter would like Section 6 – Page 31 to be reviewed before next meeting and was agreed to by everyone.
