Notice of Intent, Dana & Nancy Dulmaine, 45 Pleasantdale Road
Hearing Opened at 7:26 PM. Green cards received. This is a septic system repair and replace in the same spot. It’s pretty flat over there. This is a failed system so they are filing to fix it. Basically they will just be raising up the new septic system, and erosion controls will be in place until the area is stabilized. Motion to close hearing made by Eric, seconded by Shawn; vote unanimous at 7:30 PM.
Notice of Intent, Ralph & Mary Caloiaro, 97 Glenwood Road
Hearing opened at 7:35 PM. Green cards received. The rail trail is right next to the lot. They are just barely to the buffer for the well and septic and the land slopes upward. Mark said he only filed in case there were any questions because of its proximity to the rail trail. There will be some fill brought in. Motion to close made by Willard, seconded by Eric; vote unanimous at 7:39 PM.
Discussions
Determination of Applicability, Moulton Pond Road, Blair Enterprises
Phil Nadeau said no Notice of Intent or hearing is required because this is court-ordered. They are putting in a ramp to do the work to clean the area. Eric asked if the DEP has given us anything in writing about this. Joe said this is not falling under the Wetlands Protection Act because this is court-ordered. This is because DEP wants the work done ASAP. Joe asked what the Board wanted to do. Eric thinks DEP should give us something in writing because this is court-ordered and they are saying there is no need to file.
Abbreviated Notice of Resource Area Delineation, CB Blair Builders, Inc., Campbell St/Thurston Hill
All work will be outside of the buffer zone. Wetlands are all flagged. Joe explained this is a delineation of the wetlands only. They are asking where with roadway is going in that the work is not within the wetlands. They are significantly away from the wetland. There are a couple of lots that MAY be in the wetlands. There is a question on the brush line and whether there is a hole and what theya re doing. There is concern of standing water.
Site Walk
Elbag Brothers, Inc., Ridge Road and Glenwood Road
Mark will be submitting a Notice of Intent on 1 lot and a Request for Determination of Applicability for the other lot. He wants to schedule the site walks before we get any significant snowfall. Site walk is October 25, 2014 at 9:30 AM. Meeting where the culvert is on Glenwood Road.
Willard had to leave at 8:00 PM. No quorum after this.
