Hearings
Brice-Lemon Estates
Hearing continued from September 2, 2014. Hearing re-opened at 7:32 PM. The two crossings were reviewed by Carl at Quinn Engineering who approves of them. Carl said that the culvert will meet Army Corp and DEP’s requirements. Mr. Blair agreed and said the Army Corp walked the site and they sent a report which had all Army Corp’s regulations, which they meet along with DEP’s regulations; they will be spanning the culvert and there will not be any disturbances.
The replication area, including the old cart road will be brought back to a wetlands and up by the nuns will also be replicated. Mr. Blair said that this was also Army Corp’s suggestion. The replication ratio will be 2.8 to 1.
Carl said nothing more really as far as issues, only some things to bring to the Board’s attention. Comment #8 states there is one culvert that will be less replication and more fill. Comment #16 says rip rap will be put in the wetlands at the box culverts. Carl stated this is a good practice, but it is considered fill. Mr. Blair said that they will be treating it as fill. Carl said even with it they will still be above the threshold for the replication ration. Eric asked if they will do the rip rap and then the box and how they plan to accomplish this. Julian is still waiting for the spec’s. Eric wanted them to pay attention to the grade. Comment #55 was already addressed. Carl does recommend putting the utilities under the crossings.
EcoTec’s previous comments have all been addressed. Joe asked if this means that all outstanding issues have been addressed as far as Conservation Commission is concerned. Carl said that is correct, there are no more issues, just the rip rap addition for the replication ratio numbers and they should be done for us. Joe asked for comments from the public, of which there were none. Eric said there are some pretty good cuts that will cause some potentially dangerous draining issues and Mr. Blair said they will put up curtain drainage. Eric has come across some drainage and sediment issues like this in the past. Mr. Blair said sub-drains should take care of it. Julian said that they are very aware of sediment issues and have plans for them. Mr. Blair said this will be dealt
with when doing the individual houses. Joe asked for 2 sets of plans are sent to us. Joe also thanked Mr. Blair for working with us. Motion to close hearing made by Scott, seconded by Willard; vote unanimous at 7:54 PM.
Discussions
Midstate Trail
Ed Faron said that they will be building wheelchair accessible bridging to accommodate the new laws. They will be built just north of the Rail Trail. There is a marsh area that is now a beaver pond; it is now a problem. They are trying to repair the original trail as well because the original footpath has been flash flooded. There are 11 sections of bridging. They will be reinforced bridges and will be built on-site. Every six inches will be nails. Bridges 3 – 11 are not stringers because they will have additional landscape timber needed. They will be following all the guidelines necessary to build the bridges. All materials will be pre-cut and they will be storing the materials at the garage on Crawford Road. They will have a couple of generators and a bunch
of battery packs to run the equipment.

Scott asked what should be done about the conditions. Joe said this is something everyone should think about for next meeting.
Quinn Engineering
Joe said we received the money from Blair Enterprises. Joe said that a new account had to be opened and that the payment must go through this special account.
