Hearings

Brice-Lemon Estates
Hearing continued from July 15, 2014.  Hearing re-opened at 7:17 PM.  Carl from Quinn Engineering reviewed the plans and revisions and discussed issues that need attention and what is not totally resolved.  A big heads up on the disruption and restoration of the wetlands and caution on the buffer zone intrusions.  Army Corps will set up a plan for stream crossings should be pre-approved prior to continuing.  There are also some issues with ground water recharging on some lots that have major cuts on them and the 24 inch above high water mark that is required.

Also, the phasing narrative needs to be done to explain how the project will progress.  Carl suggested that types of erosion controls should consist of hay bales and silt fencing on the bottom of all slopes, and they should show where outflow from detention ponds will be and they should outflow into rip rap at discharge points.  Carl also said that Art Allen has issues with wetland flags numbered 38A and 39, and also stated revisions needed to infiltrators to keep the 50 feet away from buffer zones.  Also, the Main Street wetlands should be depicted on the plans and all provisions regarding work in their vicinity.  

Julian spoke about wanting to use a see mix and existing wetland soil to replicate wetlands instead of an individualized, per plan planting plan.  Julian did agree to take before and after pictures of the wetland areas so duplication can be compared.  

Mr. Kiritsy and Mr. Blair both questioned the interpretation of “A Bank” and “The Bank” wording and need for clarification to see if a Wildlife Study is needed.  This is in reference to Section 10:54-4.

Conservation Commission received a bill for Quinn Engineering and let Mr. Blair know that the bill will be forwarded to him for payment; he said no problem and would pay it.  All parties agreed to again continue the hearing to September 2nd in order to give everyone time to complete all revisions and for Quinn Engineering to review those revisions.  Motion to continue to September 2, 2014 at 7:15 PM made by Shawn, seconded by Eric; vote unanimous at 8:25 PM.
