Mark Elbag, Jr., Elbag Brothers, Inc., Glenwood Road Notice of Intents. Site Walks will be at 9:00 AM on Saturday
Lot 1, 271 Glenwood Road – 1 ½ acres outside the buffers. The flags are identical to the solar farm flags. It is all ready to go. They are talking to DCR about redoing a culvert, but it won’t be part of this filing.
Lot 27, 142 Glenwood Road – This is the estate lot on the solar farm. Wetland line was already delineated. This is 4th Notice of Intent for this property. They are doing soil grading only.
Kevin Quinn, Quinn Engineering, Brice-Lemon Estates
Kevin Quinn came in to discuss with the Board what they will be doing for the Board at the Brice-Lemon Estates. Quinn is who Mr. Blair chose for us to use when we asked at the hearing under M.G.L. 53G.
Chris and Marsha Warrington emailed copies of letters from various entities in regard to the National Historic Landmark (Rufus-Putnam House). These letters are informational only; the Conservation Commission does not deal with this.
There is a 404 that needs to be done, and Mr. Blair is doing one. The current plan is showing some filling of wetlands.
Eric asked what exactly will we be asking Quinn Engineering to do for us. Kevin said that they review to confirm compliance with the Wetlands Protection Act. Eric gave some history to Kevin on the project. The original line was never approved by the Conservation Commission, because it was too conservative. The DEP approved the delineation line. Kevin said that it would be reasonable to review the wetland line. Eric said we didn’t even have to ask Mr. Blair about whom to use because the cost should be under $5,000.00. Joe said that although he agrees that reviewing the line will be under $5,000.00 we are going to want monitoring for the duration of the project to make sure that everything is being done. Kevin agrees that the delineation should be reviewed. Kevin did say
that they do not have someone on-site and they use EcoTec on a regular basis, and most likely will use them for this project as well. Eric sad that the wood frogs are one of his concerns, and he wants to make sure all areas are looked at. Kevin said they could certainly do things concurrently with the plans and also keep track of the other things. Eric asked if it is common to be working with the Planning Board and the Conservation Commission at the same time. Kevin said he believes that it is beneficial to use the same person on a project.
Chris Warrington asked if Kevin would be in contact with the Army Corp of Engineers, and if they had any experience with historical sites. Kevin said that they really do not deal with those things. Chris then asked if Kevin knew that Massachusetts Historical has to sign off on the project, and Kevin said no permitting can be done without a MEPA approval. Chris asked Kevin for his contact information. Joe explained to Chris that this is not a public hearing and it is courtesy only that is allowing him to speak.
Kevin asked when the delineation was done, and Eric believes that it was about 10 years ago, but could be more. In 2004 the samples were all black. Eric said the line was going 30 feet in the wrong way. Joe said in order for a Superseding Order of Conditions to be signed, the DEP had to accept the delineation line.
Rebecca asked if the report completed by Quinn Engineering would be public and Joe said it would be for the Town so it would be public record.
There is currently no variance from DCR for this area yet, but Joe thinks that Jeff did give him a variance with the Superseding Order of Conditions.
Treasure Valley Solar Farm Detention Basin breach
They are making a little change to the detention basin. They had a breach and they had to put a break from one basin to another basin. They just want to add a connector so it can go from one to another to balance out the basins so they don’t overfill. A site walk will be done at 9:30 AM on Saturday.
