BOARD OF SELECTMEN MINUTES

6:00 pm
PRESENT: Leroy C. Clark, Chairman, Wayne Walker, Stephanie Bacon, Sheila Dibb. Absent: Michael Pantos. Also present: Margaret Nartowicz, Town Administrator, and Phyllis Booth from The Landmark.
6:00pm Mr. Clark called the meeting to order.
Ms. Dibb made a motion to set the special election date for Wednesday, September 16, 2015 and to set polling hours of 7:00 a.m. to 8:00 p.m. for this election. Ms. Bacon 2nd the motion for discussion. Ms. Dibb explained that at every election for which polling hours start later than 7:00 a.m., she receives calls asking why the polls aren’t opened earlier. She added that the Town Clerk expects that reduced programming and printing costs due to a shorter ballot will offset the increased staffing costs for the extra polling hours between 7:00 a.m. and 10:00 a.m. The Board discussed election activities at schools during school hours, alternative polling locations and mandated state election hours. Mr. Walker remarked that he’d support the earlier polling hours for
this election only and that at a later date, the Board should discuss polling hours for future local elections. Vote unanimous.
Ms. Dibb made a motion to place the following question on the September 16th special election ballot and to provide written notice of the ballot question to the Town Clerk:
Shall the Town of Rutland be allowed to assess an additional $390,481 in real estate and personal property taxes for the purpose of funding the Wachusett Regional School District Operations Assessment for the fiscal year beginning July 1, 2015?
Ms. Bacon 2nd the motion. Vote unanimous.
Ms. Dibb made a motion to adjourn. Mr. Walker 2nd the motion. Vote unanimous.
