Board of Selectmen

Present: Peter J. Letsky, Chairman, Sheila H. Dibb, Vice-Chairman, Michael S. Pantos, Clerk, Joseph R. Becker, Leroy C. Clark and Nancy M. Macaruso, Secretary.
Also present: Attorney Paul M. Cranston
Mr. Letsky opened the meeting at 6:05 pm.
Discussion on the police vehicle article on tonight’s STM warrant (specifically lease/purchase language). Attorney Cranston stated that a variation in the way that it’s worded on the warrant vs. the way the motion is presented could lead to difficulties down the road with the auditors and/or DOR.
Mr. Pantos moved to amend the motion to read “I move that the Town vote to appropriate from Available Funds (Free Cash) $14,200 for one-year of a three-year lease purchase for a Ford Interceptor SUV all-wheel drive unit and to authorize the Board of Selectmen to dispose of one 2007 Crown Victoria cruiser.” Mr. Clark seconded. Vote 3 to 2 with Mr. Becker and Mr. Clark opposed. Article #1 will be reduced by $14,200 and Article #22 will increase to $56,800.
Geoff Rogers from Hampshire Power – deal thru Nexamp for purchasing net metering credits has a 30.5% discount. Lengthy discussion. Mr. Becker moved to authorize the inclusion of Rutland, with no obligation, in the bundle with other towns for bid solicitation. Mr. Pantos seconded. Vote unanimous.
Ms. Dibb moved to appoint Rebecca Tuttle as Assistant Treasurer/Collector – effective November 22, 2013. Mr. Becker seconded. Vote unanimous.
I & I letter to Devereux – will add to agenda for November 25th.
Ms. Dibb moved to recess. Mr. Becker seconded. Vote unanimous.
The Board returned from recess to meet with six members of the Rutland Cub Scout Pack 306 who are working toward their citizenship merit badges. The boys had several questions for the Board. The group will lead the body of the town meeting in the Pledge of Allegiance at 7 pm.
