Present: Joseph R. Becker, Leroy C. Clark and Sheila H. Dibb, Vice Chairman. Peter J. Letsky, Chairman and Michael Pantos, Clerk were absent.
Also in attendance: Gary Kellaher, DPW Superintendent, Hillary Lacirignola from Weston & Sampson and Steven Mann from Alta Vista Farm.
Ms. Dibb opened the meeting at 6:35 pm.
Ms. Lacirignola gave an overview of the wastewater disposal solutions and the reasons for exploring sites for a local facility. Ground water discharge vs. surface water discharge because no surface water discharge options are available.
Paper screening was the first phase of the analysis. Hillary presented a colored map of the least to most favorable sites. The next step is a physical investigation including a site walk and test pits, perc tests and boarings. Final summary phase that tells flow amount, estimated costs and process the next steps. Cost will be less than $30,000 to do the site and report aspect of the investigation.
General discussion about the next steps and potential roadblocks, costs/challenges.
After the initial study, the next step costs are up to $350,000 for engineering, reports and paperwork for various state/federal agencies.
Typically an MOU with the land owner is the next step to proceed on private property.
Mr. Clark sees value in a couple test pits to see if the boarings are worthwhile. Mr. Clark moved to get permission from Steven Mann to dig exploratory holes for a potential wastewater plant & MOU to be worked between Weston & Sampson & Town Counsel. Mr. Becker seconded. Vote unanimous.
Mr. Kellaher will get paperwork to Steven Mann once prepared between Weston & Sampson and Town Counsel.
Ms. Lacirignola added that this is a good time of year to conduct this study and hopes to be doing site work in a month or so. For now, will be holding off on drilling until test pits are complete and reviewed. Once that is done, we will regroup to decide if drilling makes sense or not.
