6:30 p.m.
Present: Joseph R. Becker – Chairman, Michael S. Pantos – Vice Chairman, Leroy C. Clark, Peter Letsky – Clerk and Nancy M. Macaruso – Secretary. Sheila H. Dibb arrived at 6:40 pm.
6:30 Police Chief Donald Haapakoski
Mr. Pantos and Mr. Becker complimented the Chief on his job performance to date. Good visibility and community outreach. Mr. Becker stated that the traffic was a problem during the Memorial Day parade. The Chief explained that there was a staffing issue that day and agreed there was a traffic problem. Mr. Becker stated that he would like to see more effort in recruiting other towns regarding dispatch and we should use the manager more effectively – maybe lay out some objectives. Chief Happakoski stated that he has daily contact with the Fire Chief and the Dispatch Manager. The chief also stated that he feels that Dispatch should be a separate entity. Mrs. Dibb had concerns regarding funding the position as it is funded through a grant presently. Another meeting in the
future will be held with the two chiefs and the dispatch manager.
The Chief sees major progress in the department to date and the Board overall is very pleased. He stated that staffing is a huge problem. Some discussion on the rebuilding of a cruiser. Will meet again in another six months.
7:20 Fire Chief Thomas Ruchala
Discussion on interviews and hiring policy. Mrs. Dibb suggested having a book available on procedure in the Fire Department (personnel policy on hiring, discipline, structure of command, operations, etc.) The board agreed that his budget preparation was done well. Public relations are very strong especially with the Fire Brigade and the open house, chicken BBQ, and the chowder challenge. The Chief stated that he is seeking grants diligently. Regarding Dispatch, the Board would like objectives and timelines, policies and procedures to know if benchmarks are met. Chief Ruchala stated that Mr. Kenney has some authority but not complete authority. He checks with chiefs on some things but does do a lot on his own. The Chief would like to see dispatch located at Rutland
Heights in the future. Will review again in six months.
Mr. Pantos moved to adjourn. Mr. Clark seconded. Vote unanimous. Meeting adjourned at 8:20 pm
