Present: Sheila H. Dibb, Chairman, Joseph R. Becker, Cherilyn A. Bulger, Michael S. Pantos - Clerk and Nancy M. Macaruso, secretary. Lyndon Nichols from the Finance Committee was also in attendance.
Chairman Dibb opened the meeting at 6:35 p.m.
Pupose of the meeting was to discuss potential levy limit override and post proposition
2 ½ debt exclusion questions for election ballot. As far as the green repair project at Naquag Elementary School, a number cannot be applied to the debt exclusion as the numbers differ year to year. Extremely round number is $780,000, the town appropriates full amount, MSBA reimburses as you spend. Once the number is known, we can look at borrowing – may be spread out over a 10-year period. Some discussion.
Mr. Becker moved to place the language for the proposition 2 ½ override on the annual town election ballot (see attached). Ms. Bulger seconded. Vote unanimous.
Discussion regarding the school budget and the reason it was lumped together with the others all in one question. Lengthy discussion on the contents of the question and the wording of it. Mr. Pantos would like to inform the public of the questions by public forum, website, cable access and any other means available. Mr. Pantos moved to include the language on the debt exclusion on the annual town election ballot (see attached). Ms. Bulger seconded. Vote unanimous.
Mr. Pantos initiated discussion on the ailing fleet of police cruisers. Only two out of five cruisers are in service as of today. Mr. Pantos requested allowing the chief to move forward with the refurbishing of one cruiser. Mr. Becker stated that the refurbishing was discussed with the Chief for next fiscal year. Will have more discussion with the police chief at the regular meeting on Monday, April 4th.
