Board of Selectmen
February 22, 2010
Community Hall Annex

Present: Leroy C. Clark – Chairman, Cherilyn A. Bulger – Vice Chairman, Joseph R. Becker, Sheila H. Dibb and Nancy M. Macaruso, Secretary.
Mr. Becker moved to sign Treasury Warrant #17. Ms. Bulger seconded. Vote unanimous.
REPORT OF TOWN DEPARTMENTS
DPW:
Superintendent Kellaher stated that the hayfields have gone out to bid and will be ready for the first haying. A water use packet was given to each selectman for review to be discussed at the next Selectmen’s meeting. Sewer regulations are now ready to be presented at a public hearing which will be held March 15th in the Annex.
Rebekah McDermott from Mass Rural Water Association – Discussed at length the Source Water Protection Plan. She will hold a public workshop at the Library on March 10th at 7 pm. Mrs. Dibb questioned Mr. Kellaher on the availability and cost of sand and mulch for the playground – he will look into getting prices.
POLICE:
Chief Baril turned in the Electronic Communication Policy signed by all in his department and dispatch. He stated that the Police Department was left $1,000 from George Gershman’s estate which will be deposited in the gift account to be used for training, etc. The Chief will be meeting with the newly appointed Parking Clerk tomorrow, along with Officer Troy Chauvin.
FIRE:
Chief Ruchala informed the Board that two paramedics are out of work presently; one is injured and another has been called to Haiti for two weeks. Both paramedics work the same shift and he is doing his best to retain coverage. Minimal discussion on the cell tower, but continues to move forward. The ambulance license expires in six days and he has been in contact with the inspectors to resolve; will use mutual aid when needed. Engine #2 will be taken out of service very soon due to mechanical problems. Some discussion on replacement vehicles.
OPEN SESSION:
7 pm – Public hearing continuation (Blair roads). No one present. Mrs. Dibb moved to continue the hearing to March 22, 2010 at 7 pm. Ms. Bulger seconded. Vote unanimous. Mr. Becker would like to remind Mr. Blair that things need to get moving on these roads in order for them to be ready for town meeting. Will contact Mr. Blair to let him know. Lester Grace, Electrical Inspector came before the Board to present a packet he is putting together for electricians seeking applications along with some slight fee increases. After a little more tweaking, he will seek Selectmen approval at next meeting.
CORRESPONDENCE:
Memo from Kim Ferguson, BOS in Holden, informing of a regional selectmen’s meeting being held March 11th at 7 pm in Holden. Entire Board will attend.
Memo from Recreation requesting the Board remove a member of the committee for lack of attendance. Memo will be sent to the member, director and committee chair requesting they attend the next BOS meeting for further discussion.
NEW BUSINESS:
Resignations from two members of the Board of Assessors both effective May 10, 2010. Mr. Clark will talk to the town clerk regarding the advertising of vacant seats and getting both on the upcoming ballot.
Read across America – Mrs. Dibb will participate on March 2, 2010. Will inform Naquag Elementary.

Mrs. Dibb moved to adjourn. Mr. Becker seconded. Vote unanimous. Meeting adjourned at 7:35 pm.
