Present:  Leroy C. Clark – Chairman, Cherilyn A. Bulger – Vice Chairman, Joseph R. Becker – Clerk, Sheila H. Dibb and Nancy Macaruso – Secretary.  

Discussion on warrant articles for the Special Town Meeting scheduled for October 26, 2009.  Chief Baril expressed the need for body armor for the entire police force.  He also spoke on the need for audio/video equipment in the holding area and that the Town’s insurance company recommended it as well.

Gary Kellaher, DPW Superintendent, explained the need for a new pick-up truck for his department to replace an older one.  He also informed the Board of the need for the article regarding the road/sidewalk repairs and drainage at the Highlands of Brunelle West and East.

Mrs. Dibb moved to sign the letter requested by Colleen Abrams pertaining the rail trail work. and to allow Gary Kellaher to write his letter regarding same.  Ms. Bulger seconded.  Vote 3 to 1 with Mr. Clark abstaining.

Mr. Becker announced a very “loose” free cash number between $50,000 and $100,000.

#4      Mr. Becker moved to remove this article from the warrant.  Ms. Bulger seconded.  Vote unanimous.

#5      Mr. Becker moved to include this article on the warrant.  Ms. Bulger seconded.  Vote unanimous.

#6      Mr. Becker moved to include this article on the warrant.  Mrs. Dibb seconded.  Vote unanimous.

#9      Mr. Becker moved to strike this article from the warrant.  Ms. Bulger seconded.  After some discussion, Mr. Becker withdrew his motion.  Ms. Bulger withdrew her second.  Mr. Becker moved to include this article on the warrant.  Ms. Bulger seconded.  Vote was 3 to 1 with Mr. Clark in the negative.

#11     Mr. Becker moved to strike this article from the warrant.  Ms. Bulger seconded.  Vote 3 to 1 with Mr. Clark voting in the negative.

#12     Mr. Becker moved to include this article on the warrant.  Mrs. Dibb seconded.  Vote 3 to 1 with Mr. Clark voting in the negative.

#13     Mr. Becker moved to include this article on the warrant.  Mrs. Dibb seconded.  Vote unanimous.

#14     Mr. Becker moved to include this article on the warrant.  Mrs. Dibb seconded.  Vote unanimous.

Mrs. Dibb informed the Board that she would like to include two additional articles on the warrant:  1)  Donation of land to Sweetpea (4.13) acres.  Lengthy discussion.  Mr. Becker suggested waiting until the Annual Town Meeting in May.  Ms. Bulger moved to place the donation of the land at the Charnock Hill Road landfill to Sweetpea on the warrant for the upcoming special town meeting.  Mr. Clark seconded subject to Town Counsel approval.  Ms. Bulger – aye, Mr. Clark – aye, Mr. Becker – no, Mrs. Dibb – abstain.  2)  Senior Citizen Tax Abatement Program for 10 elders.  Lengthy discussion on the handling of interviews, selection process (lottery, income based or first-come, first-served), etc.  Mrs. Dibb spoke with several town departments about the program and has received positive feedback and also has heard nothing but good things from other participating towns.  Mrs. Dibb moved to add this to the special town meeting warrant.  Ms. Bulger seconded.  Mrs. Dibb – aye, Ms. Bulger – aye, Mr. Becker – no, Mr. Clark – no.  Mr. Becker feels that this should be included on an Annual Town Meeting warrant instead of a Special Town Meeting warrant.

ADJOURN:
Mr. Becker moved to adjourn.  Ms. Bulger seconded.  Vote unanimous.  The meeting adjourned at 8:25 pm.
