Minutes of the Board of Assessors' Meeting held on September 15, 2015 in the Assessors' Office located in
the Town Hall.
Members Present: Arthur Lincoln (Chair), Joyce McGuinness (Member), Jeffrey Gibbs (Member), Diane
Peterson (Regional Assessor, RRG), and Justine Votruba (Assessors' Clerk, RRG)
Meeting brought to order at 8:30 a.m.
The following documents were signed:
• Meeting Minutes from August 11 , 2015
• Motor Vehicle abatements for the month of August
• Bills Payable
The discussions took place:
• The BOA discussed the possibly of setting standards for the Clause
18 Hardship Exemption. Some
ideas included offering it to taxpayers who are under 65 years of age and receive disability from the
state. $500 deducted from the tax bill was discussed, since that is
what Rutland pays out for the 41 C
Elderly Exemption (tax payers receive $1,000 off of their taxes, but the State reimburses $500 to the
Town). There was also question on whether the taxes should be up to
date or not. Not vote or decision
was made on setting standards for the Clause 18 Hardship Exemption.
• Open Space in subdivisions throughout Rutland. The BOA wants to
make sure all Open Space areas
within subdivisions are accounted for and taxed properly. Joyce stated that in the past there was a
binder in the office that tracked all of the Open Space. Justine will
try to locate that binder.
• The BOA also discussed assessments for subdivision parcels that have been approved via plan, but have
not yet been truly created ( ex. Road has not yet been build, so lot
has no current frontage yet). These
lots are currently at 10%. Diane will review these values and present
her findings to the BOA.
The next Board of Assessors Meeting is to be held on Tuesday, October 13, 2015 at 8:30 a.m. in the
Assessors' Office located in the Town Hall.
