Minutes of the Board of Assessors' Meeting held on August 11, 2015 in the Assessors' Office located in the
Town Hall.
Members Present: Arthur Lincoln (Chair), Joyce McGuinness (Member), Jeffrey Gibbs (Member), Diane
Peterson (Regional Assessor, RRG), and Justine Votruba (Assessors' Clerk, RRG)
Meeting brought to order at 8:30 a.m.
The following documents were signed:
• Meeting Minutes from July 7, 2015
• Motor Vehicle Wanant & Commitment
• Motor Vehicle abatements for the month of June
• Bills Payable for June 2015 (encumbered)
• Bills Payable August 2015 for FY2016
• Reassessment L. Dickman to L. Pratt
• Real Estate abatement FY2014
• Real Estate abatement FY2015
The discussions took place:
• The BOA discussed the possible TIFF agreement for the Rutland Heights property. The interested party
is a private healthcare recruiting company with 4 locations in Massachusetts and a few more on the West
Coast. The company would purchase the land with cash, and would go into a 5 year agreement with the
town. This agreement would take in $18,000-$20,000 in revenue over the 5 year period for the Town of
Rutland. After the 5 years, the town could request income information from the business to help
valuation the property. It is estimated that after the 5 year TIFF agreement is over, Rutland would
receive about $20,000 each year in taxes from the business.
The next Board of Assessors Meeting is to be held on Tuesday, September 15, 2015 at 8:30 a.m. in the
Assessors' Office located in the Town Hall.
The Meeting was adjourned at 9: 16 a.m
