Minutes of the Growth Management Steering Committee

Meeting was called to order around 6:30 pm
Members Present:
Jeff Stillings, for the Board of Selectmen
Dick Williams, for the Planning Board
Scott Gilroy, for the Board of Health
Ron Barron, for Central Mass Regional Planning Commission
Norm Anderson, attended briefly
Members not present: Shawn Moore, for the Conservation Commission
Margaret Nartowicz, Town Administrator
Bob Reed, Interim Town Administrator
Public: George Kiritsy, identified himself as a concerned member of the public, and his daughter, student at Worcester State University.
- It was agreed that Ron Barron was to serve as chair for the MGMSC. It is an adhoc committee.
- Goals: The goal of the MGMSC is to talk about what MGMSC is trying to do with the managed growth project, and what the steering committee can help with.
- At the 2nd phase of the MG project, it looks at capacity, looks at strategies, and eventually provides a recommendation, to better manage all of this.
Mr. Stillings interjected at the participation of Mr. Kiritsy interjecting comments, and presenting himself at the working group table and maps. Mr. Stillings asked that the meetings focus on members of the working group, and that a time for public input be reserved during the meeting. If each working group seemed like a hearing it would be counterproductive. Mr. Kiritsy said he was just trying to help.
Buildout analysis: Looks at all land in Rutland, and removes anything that cannot be built on. What land is left over based upon zoning they will come up with the number of potential house logs.
The role of the steering committee and Town Planner is to help provide input and guidance towards drafting a bylaw. The CMRPC will write the draft bylaw.
Ron Barron will work with the Planning Board on creating a map analysis. There will be some number crunching and then a review.
The steering committee should meet every month.
