Ad Hoc By-Law Committee

Minutes
-Present: Peter Craine, Ronald Kent, Lynn Turcotte, Karen Greenwood, Norman Anderson, Anita Carlson, Lindsey Demers
-The meeting was called to order by Chairman Craine at 1:04 p.m.
-Norman made a motion to accept the minutes, with correction, from the last meeting and Lynn seconded. Voted all in favor.
-Discussed organizing a permanent By-law committee.
4A – there will be 5 members. Peter had done a survey of other town By-laws. Majority of them had 5 members and were appointed by the selectmen.
4B – there was no conclusion as to whether or not they should be all members at large.
4C – appointments will be made by our select board.
4D – how long should they serve? 3 years staggered was the general consensus. Any vacancies during one’s term will be filled for the remainder of the term.
4E – should there be ex-officio members? Yes, the town clerk and possibly the town administrator (TA), which will be further discussed when we review the TA’s responsibilities later.
-5 Duties
Discussion - Should residents be allowed to go directly to By-law committee?
5 A - By-law committee will consider writing at the request of a resident. Changed 5A to will assist with writing By-law if the request comes from a Town Officer or Board. Much more discussion followed, not all discussion put in minutes. Peter put changes/additions to this By-law on his computer.
-We paused further discussion until the next meeting and questioned –do we put the Regulations somewhere else with in the General By-laws even though we probably don’t have jurisdiction? No answer
-Next meeting will be held Tuesday, March 19, 2019 at the Rutland Library between1:00-3:00 p.m.
-Norman made the motion and Lynn seconded (all in favor) to adjourn the meeting at 3:05 p.m.
