PLANNING BOARD   meeting Minutes  --– May 16, 2018

In Town Hall Annex; present were:, Chairman John Mirick, Tom Sullivan, Ian Catlow and Rud Mason & Ann Neuburg.

7:30 PM   John M. opened meeting.

Robert Abady had been at last meeting to ask about requirements for a site plan which is needed for a business he’s proposing at 184 Worcester Road—a Doggie Daycare & Boarding. He was contacted earlier in week but did not appear with site plan application, plans and payment as expected.

Group generally agreed to maintain positions on board but will vote at next meeting after Tom, Rud and Ann get sworn in with town clerk. Also will consider finding a candidate for the position of P.B. alternate member—now vacant.

Discussed changing meeting day as S.B. is seeking switch to Wednesdays—no consensus.

Regarding Zoning Section XXII as approved last night at the 2018 ATM, only issue brought up by a resident was the lighting of signs and degree of brightness--not addressed in the zoning.

The S.B. wants another recommendation on regulations for any type marijuana facility that could be proposed in town. The state Cannabis Commission has involved procedure for permitting, public hearings and fees ($10-15,000); a retail operation includes extensive security requirements, plus a community host agreement with the S.B. Also, impact fees for any extra costs to the host town, on top of 3 percent sales tax.

Board considered a list of goals for coming year that will include marijuana regulations and affordable/senior housing. They discussed the Ch. 40B affordable housing goal, options for “over 55” and “friendly 40B.”

8:35 PM  Board can approve minutes of May 2, 2018 at June meeting. Board adjourned.
