Town of Princeton, Mass.        --     Town Hall Annex

PLANNING BOARD  Public Hearing & Meeting Minutes--–

March 21, 2019,  7:30 PM

Present were:  Chair John Mirick, Ian Catlow & Ann Neuburg (clerk). Tom Sullivan and Rud Mason were absent.

7:30 PM   Chair opened meeting. Only Jon Jameson of 268 Worcester Road was in attendance.

7:35 PM  Chairman Mirick opened the public hearing and presented the legal notice and articles for the proposed zoning changes. He immediately opened the hearing to public comment.

It was noted that the proposed bylaw changes included:
  • All marijuana facilities are subject to site plan review
  • Buildings with footprint more than 10,000 square feet are subject to site plan review and in residential-agricultural district must conform to setbacks that are double the current standard requirements.
  • Prohibition on trailers/mobile homes as permanent housing
Mr. Jameson was solely concerned about personal cultivation and use of marijuana, especially, how many plants are individual users allowed to cultivate at a time. No one present was certain about the exact number and would have to look it up. Mr. Mirick stated that there are few regulations or prohibitions on the state or local level regarding personal use or production other than quantity.   It’s mainly the sale or commercial distribution, production or consumption that are regulated (taxed). Mr. Jameson then left the hearing.

7:55 PM The board voted all in favor to close the public hearing and return to regular session. The zoning amendments will be submitted to the Selectboard as presented at the March 7 Planning Board meeting.

The board considered an inquiry from Michael Watkins about the special permit process, At the board’s last meeting he outlined how he wishes to open a business at 194 Worcester Road (in a building adjacent to Hunt & Gather). The proposed retail business would offer salads, soups, artisan breads, eggs, milk, and some produce. A sample of a similar Special Permit from two years ago (based on “Dawn’s Delights” at the same location) was distributed. Since Mr. Watkins was not in attendance, the board agreed to consider his proposal at the next meeting on April 4.

8:03 PM  Board voted all in favor to approve minutes for meeting of March 7, 2019

8:05 PM   Board adjourned
