Town of Princeton    PLANNING BOARD   ---   Regular Meeting ---  November 6, 2013

7:30 PM  The meeting was opened by Chairman Tom Daly. Present were: Jon Fudeman, Ann Neuburg, and John Mirick. Richard Bisk was absent.

New Business
Board considered ANR plan from Gary Lampher for owner Denise Dourdiville on Worcester Road on Holden line. Parcels were being re-configured and transferred to DCR—two on Princeton side of town line required ANR endorsement. Mr. Lampher submitted a check for $200 (2 lots). The board voted all in favor to endorse plan and sign Mylar.


Old Business
7:42 PM – Jon Fudeman recused himself as discussion began on Worcester Road project as he resides in the neighborhood under discussion.  John M. opened discussion and distributed a draft of “Possible Overlay Components” for a proposed overlay district. It outlined a few possible zoning changes such as:

  • The depth would extend to the back lot line including any adjacent land westerly of that area under common ownership with a parcel in the business district that has legal frontage on Worcester Road. The narrow depth of the current Business District is 300 feet from frontage on Worcester Road and encourages strip malls and precludes village-style development.
  • Audio and visual buffers—it was noted that noise can be limited by hours. A typical buffer might be a berm covered with natural vegetation but density and type of foliage should be specified
  • Height—with height at 3 stories plus an attice, 45 feet may be limit, but the Fire Dept. should be consulted.
  • Site plan criteria should mandate sidewalks and designs should encourage walking.
  • Board discussed list of allowed uses, possibly adding healthcare or fitness centers or certain recreational uses.
  • Fencing that is requested for security or safety should be considered as part of design criteria.

Public Comment
Denise White of 225 Worcester Road submitted a letter from Cal Calamari that called for a warrant article by citizens’ petition to revert business zoning to R-A residential zoning from Post Office Place south, on both sides of Worcester Road.

A letter from Jon Fudeman (as a citizen) was also submitted to the Planning Board.

An Oak Circle resident noted that his neighborhood is strictly a residential subdivision that was originally created with strict covenants, and business uses have no place there.

Board members pointed out that no definitive boundaries have been decided for a mixed-use overlay district on the west side around the PMLD property but he plan was to extend business/commercial use north from where it is now. The board and Jon F. discussed the potential for the 20 acre undeveloped parcel on the east side or Worcester Road, and the fact that almost all houselots south of P.O Place are non-conforming (undersized).

Administrative Business
Board voted all in favor to approve October 16 meeting minutes.

9:10 PM  Board voted to adjourn
