The meeting opened at 7:30 p.m. Present were: Chairman Jerry Gannelli, Jon Fudeman, John Mirick, Ann Neuburg and Tom Daly

Administrative Business
        
Board voted all in favor to approve minutes of from Sept. 24. The board reviewed the mail.

Ann N. announced that she would be absent from the Oct. 17 meeting, when Marc Matthews [PFD] and Matt Franz [CMRPC] are scheduled to attend.

Discussion on using CMRPC ‘free’ service hours for a wall map with layers (3) for zoning, parcels and open/protected space. Initial, yearly allocation is 12 hours and extra hours are ‘earned’ tied to attendance at quarterly commission meetings. Tom D. offered to contact Principal Planner Vera Kolias at CMRPC for an estimate of how many hours might be needed to help writing new zoning bylaw [as for mixed use overlay or other options]. If map may need up to 2 hours from CMRPC any zoning help may come within the ‘free’ allotment.

Members voted all in favor to spend a couple of CMRPC service hours on the wall-size zoning map.

Board learned that selectmen will be voting on Oct. 9 to appoint Jon F. to take over Ann’s spot as alternate on CMRPC.

The Ethics Commission discussion continued and considered the meeting with selectmen on Sept. 24, at which all were present except Jerry G. Tom D. reported that he never received a response from Amy Nee at the Ethics Commission seeking an official answer to the legitimacy of re-appointing previous PAC members to a new committee, but he was certain that it would not be acceptable. Materials from focus groups may still be used, and Jerry G. submitted a CD containing files from Vera Kolias of CMRPC who had facilitated focus groups at public meetings and put together several files and reports including charts, maps and photos. Marie A. will distribute the files off the CD to PB members. Group agreed to formally state that it would not use the PAC report going forward, and won’t make references to it or take it into consideration.

With Jerry G. and Jon F. abstaining, remaining members Ann N., John M. and Tom D. voted in favor to officially discard the Worcester Road Project Advisory Committee “Recommendations” of May 2012.

Going forward the PB will use background information and research from the Vera Kolias files. Jerry submitted a CD with those files; Marie will check to make sure they are complete and re-format if necessary for distribution to PB members. Then, the three-member PB will host public meetings and use the participation of interested residents without depending on any new appointed committees. John M. noted that the board also has a good mailing list and that there is a high energy level. Tom D. suggested that for the Nov. 7 agenda, the PB discuss meeting dates, time frames and whatever steps to take to move the Worcester Road project to a conclusion and/or zoning change.

Discussion continued regarding confusing verbiage in the zoning bylaws, and that a numerical reference number that was never updated in Zoning Sect. III. (G), (a) needs correction. As it must go through the entire ‘zoning change’ process, any other corrections can be collected, processed and approved at the same town meeting. Two references to earth removal in current zoning are not useful. Samples of “mobile home’ and ‘earth removal’ bylaws from other towns were distributed to members. John M. submitted a proposal to clarify the paragraph for “Trailers & Mobile Homes” under VII, 3., (A) – replacing it with a 2-part version. Members discussed different options, including the status of RV parking and use and other issues around mobile homes as ‘principal use’ and agreed it required further study. These items, along with ‘earth removal,’ will be continued for consideration on agenda for Oct. 17 meeting.
