August 22, 2012
The hearing opened at 8 p.m.  Present were: Chairman Jerry Gannelli, Jon Fudeman, Tom Daly, John Mirick, Ann Neuburg and [alternate] Rick McCowan.

Public Hearing – Accessory Apartment – Justin and Jessica Hebb
Property Address: 48 Hubbardston Road

The Applicants, Justin and Jessica Hebb, submitted an application for a special permit for an Accessory Apartment under Section XVII of the Zoning Bylaws of the Town of Princeton (“Zoning Bylaw”) for the subject property located at 48 Hubbardston Road, Princeton, Massachusetts and identified on the Princeton assessors’ map as #12A, lot 8.  The Applicants had previously appeared for an informal discussion of the proposed plan on July 18, 2012.

Pursuant to Section VIII(3) and XVII of the Zoning Bylaw and M.G.L. c.40A, sec. 9, the required advertising and notification of abutters was carried out and a public hearing on the special permit application was held by the Town of Princeton Planning Board on August 22, 2012 at 8:00 p.m. in the Town Hall Annex, 4 Town Hall Drive.

Applicant Justin Hebb presented plans which illustrated the existing 1-BR apartment connected to the existing house. He believes that the main house was constructed in the late eighteenth century, and that the apartment was added in the early nineteenth century.   The total living space in the apartment is approximately 900 sq. ft.  The total living space in the main house is approximately 3,200 sq. ft.  

The apartment has a separate driveway and garage accessed from Allen Hill Road.  The Hebbs recently purchased the property with the current tenant who has been there for five years, and were advised that they should get a special permit for an Accessory Apartment.  There are no changes planned to the structure.  The applicants have spoken to their neighbors, and report that the neighbors are supportive of the application.  No member of the public asked to be heard.  

The Planning Board reviewed the evidence and John M. moved to approve the Decision. Jon F. seconded. All in favor (5-0).  Board members explained the process for the appeal period and after that, recording the decision at the Registry of Deeds.

At 8:10 p.m. the public hearing was closed.

Marie A. will send a draft of the Special Permit Decision to John Mirick to finalize. The board agreed to review and sign the final Decision at the Town Hall.
