PLANNING BOARD
Regular Meeting
March 16, 2011
The meeting opened at 7:30 PM. Present were: Chairman Tom Daly, Mark Canfield, Jerry Gannelli and Rick McCowan. Jim LaChance was absent.
Town Counsel Review of Warrant Articles
Judy Pickett reviewed the proposed zoning boundary changes and sent an email stating she approved. She has not yet reviewed the E. Princeton Village Overlay District (EPVOD).
Mark provided a map showing the EPVOD boundaries. Rick suggests following parcel boundaries for clarification. Mark will redraw based on actual lot lines. It will then be sent to Judy Pickett for review.
Annual Town Meeting Article Presentation: Mark will present the EPVOD, Rick will handle the zoning boundary changes, and Tom will review the P.O. Place article.
Special Permit Decisions
The final Decisions for Edith Morgan and William Freeman were signed by the board. Jim will sign at a later date.
Checklists to Assist the Application Process
The board reviewed the checklists as drafted by Jim to assist petitioners with the application process for special permits, including OSRD, accessory apartment, and site plan review for RPOD. Rick suggests changing the accessory apartment checklist to clarify that drawings can be informal and hand drawn to scale. Mark complemented Jim on a thorough job. The board agreed. Jerry moved to accept the checklists with changes as discussed. Mark seconded. All in favor (4-0). They will be put in the Rules and Regulations book along with the other forms.
Other Business
The board is hosting a workshop presented by the Nashua River Watershed Association at the April 6 meeting. The hour long workshop will cover Low-Impact Development practices as they relate to landscape design and storm water management. A notice will be posted on town news and an email sent to invite various boards and committees.
