Meeting May 10, 2012

Committee present: Sean Conway, Ken Knowles, Deb Cassidy, Phil Moghdoll, Jerry Gannelli

Hardcopies of Vera’s reports were distributed.

Discussion regarding what to recommend to Planning Board.

Phil agreed to draft a recommendation.

Discussed where district should be split, North and South, settled on southern side of Post Office Place, along Rt.31-South to power lines.

Much discussion regarding residential mixed-use in South versus commercial mixed use in North;
        South, Business use on residential property by special permit
        North, properties open for development
        Both, protection of existing residential properties by special permit restrictions:
                Adding buffers
                Prohibiting excessive or continuous noise
                Prohibiting hazardous materials
                Driveway location
                Sight lines

Discussed East-West boundaries of district;
        South, keep existing business district boundaries as-is
        North, extend existing business district with 300-foot buffer on both sides of Rt.31, North to top of hill. Then any property touched by 300-foot buffer would be included in the district.
        
Re-zoning; South could be re-zoned as residential mixed-use, North could be covered by Village District overlay, or re-zoned.
