Richard opened the meeting at 7pm.

The minutes of 3/13/19 were approved as amended.

The information about Ashland receiving a grant for $30 million was incorrect; they do not have the funding at this time. Princeton needs to keep working with their political contacts regarding the bond bill.

Richard spoke with Christian Whitsett at JWA to say Princeton is ending their contract. Christian said they will not bill Princeton for any of the work done to date.

The FSC discussed a handout from the town of Stoughton, Story of a Building, regarding a comparison between two approaches to construction; design-bid-build  (DBB) and construction management at risk (CMR). THe CMR approach seems better suited to larger scale projects and may be more expensive. Also, in the case of Princeton there are several unknowns including hazardous materials, water and rock.

A motion was made and approved to pursue the DBB approach.

The committee felt we need to continue to communicate with the voters so they are informed before the town meeting.

It would be helpful to find a firm to help us clarify the steps to take to prepare for town meeting.

We should also show a timeline for the project to illustrate the tax impact.

Rick presented a draft of an article for town meeting. After discussion a motion was made and passed to use Rick’s article. The article is:

ARTICLE X.  To see if the Town will vote to transfer from undesignated fund balance (free cash) account# xx-x-xxx-xxx a sum of $50,000 for design and engineering services for floor space design and conceptual elevation design of a proposed new Public Safety Building to be located on the former Center School site, including the payment of all costs incidental or related thereto; or take any other action relative thereto.

The Facilities Steering Committee, Phase II, is requesting funds to hire an architect with recent experienced in the design of public safety buildings for small towns to take the work JWA provided to the next step in the design process for the Public Safety Complex with the goal of designing a building that meets the long term needs of the Fire, EMS and Police Departments while exploring ways to reduce the costs.
