meeting minutes for 2/13/19
7pm at town hall annex

Attending for the committee: Ian Catlow, Richard Chase, Rick McCowen, Dennis Moore,  Larry Todd

Two members of the public attended

Richard opened the meeting at 7:00 pm.

The meeting scheduled for 2/7 was cancelled due to weather.

Ian Catlow introduced himself. He was recently appointed to fill the vacancy on the committee.
Ian is also a member of the planning board.

The minutes of the 1/30/19 meeting were approved as written.

Richard gave an update on communication with JWA. He is working to schedule the one joint meeting with JWA, FSC police and fire.

Discussion of how to prepare police and fire for a productive meeting with JWA. Should the FSC meet with them first ? We also need to know how JWA will structure their presentation with public safety. Richard will talk with JWA to get the process started.

Possible dates for the JWA meeting with public safety were suggested.

Ian presented data on 5 design build projects for public safety facilities. Most of them were much larger than Princeton’s and the cost/sq ft was $450 and up. The only lower project cost was Granby, built in 2008. Is our cost/sq ft budget to low ? Ian also mentioned a company named Context Architecture that has built many public safety buildings in New England. We should check their web site.

Ian also noted the OPM (owner’s project manager) requirement was added to cha 149 about 15 years ago.

Discussion regarding the state bond bill; Princeton’s chance of receiving funding is unknown.

The FSC should also check possible MEMA grants.

Richard provided a sheet of recommendations from the advisory board dated 2/6/19. The FSC agreed they were all good points.
Should we attach a copy of their memo to these minutes ?

Discussion of continued communication to the voters. Rick passed around a sheet showing construction costs for other public safety projects. The committee decided to review this before circulation to the public.

The FSC needs to be thinking about our presentation at town meeting.

The meeting was adjourned at 8:25 pm.
