Attending for the committee: Richard Chase, Noelani Chase, Rick McCowen, Dennis Moore, Larry Todd


Richard opened the meeting at 7:05 pm.

The minutes of 12/10  were approved.

Visit to Townsend fire stations - postponed until after New Year’s.

Discussion regarding the JWA proposal submitted to Nina. We need to ask them to design to our budget of $5 million and we need their current proposal to cost no more than $20k.

We need to be prepared to have the voters approve the $5 million project with no expectation of receiving any grant money from the state.

Richard will call JWA, with Rick if possible,  to review the items noted above and suggest some of the items in the JWA proposal be eliminated.

The group reviewed the four new questions Rick and Noelani prepared and after discussion the questions and answers were approved as written. For a future Q&A the suggestion was made to include some pictures showing the deficiencies of the present public safety facility.

Richard handed out a sheet with some follow up points to consider. He has asked the town to do a title search on the center school property to be sure there is no restriction on the use of the property.

The committee looked into the Mass Development agency as a possible source of funds but the projects they support are not what we are doing.

There is a way to have a design build proposal accepted by the state but we did not discuss the details. Richard also reported the town does not have a person qualified to act as an OPM.

Richard handed out pictures of a riding stable showing a large clear span area; a possible approach to vehicle space,

Could a public safety design include some office space located over a vehicle bay ? We need to look into this possibility.

During the meeting there was concern expressed that the committee was looking into areas that should be addressed by the select board or the town administrator.

Continued discussion of what we need from JWA. They need to confirm that any proposal will meet all state regulations. For example, if the police department includes a holding cell, does it have to include 3 holding cells ?

The next meeting will be held on Wednesday, January 9 at the annex if meeting space is available.
