Meeting minutes for 11/28/17
5:30 pm at town hall annex

Karen opened the meeting at 5:37 pm

Kristian opened their presentation and presented preliminary site plans and floor plans for their proposed options and indicated they are looking for us to select preferences and priorities.


Answers to questions from previous meeting:

The repair of Bagg Hall and the settling problem can be done.

There cannot be a second floor added to the annex.

Additional information regarding police and fire department activity: police had 44 arrests and summons arrests in the past year; fire had 360 ambulance calls and 100 fire calls.

Margo Jones handed out the following sheets:

Council on Aging - draft

Margo briefly reviewed the sheets and they showed a comparison of the size of the proposed Safety Complex, 16850 sq ft, with similar facilities in other communities.

She reviewed the details of their various options for Bagg Hall, Safety Complex and the Council on Aging; they offered 5 options for Bagg Hall, town government functions and the Council on Aging and 2 options for the Public Safety complex.


The options presented for Bagg Hall are:

1. Add a small addition (1000 sq ft).

2. Add a medium size addition ( 3000 sq ft) to include use of 2nd floor space and room for Council on Aging on 2nd floor.

3. Add a large addition (6000 sq ft) to include use of 2nd floor and space for Council on Aging on 1st floor.

4. Small addition as in 1 above with a new 3000 sq ft building for Council on Aging/Community Center on present annex site.

5. Medium addition as in 2 above and leave Public Safety in current location.

Options 1 through 5 presume demolition of the Annex building.

Options 1 through 4 presume demolition of present Safety Complex and building their facility at the Princeton Center location.

Options 1 to 4 would more than double available parking at Bagg Hall.


The options for the Princeton Center site are:

1. Reuse the original front portion of the building and build an addition; the facility would be about 16850 sq feet and house police and fire.

2. Demolish the Center School building and build a new, 1 story building for police and fire, also about 16850 sq feet.

The total area is based on accommodating the expressed needs of police and fire as outlined in detail in one of the handouts.


The site is central to the town, quite level, provides for a facility which has good parking and access and retains the open recreation field behind the present building.

There were also handout sheets with space details for Bagg Hall and the Council on Aging.

The group discussed priorities and possible phases of the proposed project. We were reminded that Bagg Hall needs some immediate attention to preserve the building; repointing of masonry, work on windows and resolving the settlement of the NW corner of the building.

The committee, after discussion, asked JW for a less expensive option 1 and also decided to eliminate option 5 from further consideration.

JW commented there are some outstanding information they need regarding the water systems servicing both sites. They also said there should be a contingency for hazardous materials if they are present.

The next meeting with Jones Whitsett Architects will be on December 19, 5:30 in the annex.

At this point the public was invited to comment.

There were a number of questions including a possible 1 story addition to Bagg Hall with an outreach to the community to fund the 2nd floor.

The next meeting of the Facilities Steering Committee will be on 12/5/17, 7pm in the annex.

The meeting was adjourned at 8:09 pm.
