Princeton Mass.   CONSERVATION COMMISSION
MINUTES for MEETING on Sept. 19, 2017  

Attendance: Chairman Brian Keevan, John Vieira, Susan Mitchell, and Brett Trowbridge. Absent were Barbara Laughlin, Rachel Catlow and Ron Thompson.

Brian Keevan called the meeting to order at 7 PM.
Votes taken in the following actions are “all in favor” unless noted otherwise.
Site visits were conducted by Princeton Conservation Commission members
Public Meeting:
Item 1: A Request for Determination was filed by Felicitas Fandreyer for foundation repair work at 72 Beaman Road identified at Map 4-Lot 31, Princeton.  Chuck Caron had done a wetlands delineation. Plan showed limit of work, within the buffer zone. Commissioners seeking more detail of all work on site including temporary and permanent site stabilization.
The Commission voted to issue a Positive Determination #4 and a Notice of Intent must be submitted.
Public Hearings:
Item 2:  The Estate of Mary T. White, - Donna Horsfall, trustee, has filed a Notice of Intent for a septic system repair in the buffer zone at 6 Jefferson Rd. in Princeton (Map 15, Lot 58) in an area subject to protection under the Wetlands Protection Act. Maryanne DiPinto presented the project with Chris Knuth in attendance, for a septic system repair including replacement of leaching pit.
Commission voted to issue Order of Conditions
Item 3:  Manero Realty Trust/Nabil Roufail filed a Notice of Intent—after the fact--for paving a gravel parking lot appx. 1.7 acres with work in the 100’ buffer zone at 23 Hubbardston Road in Princeton (Map 12A, Lot 30). Commission requests a site plan, a completed stormwater checklist and proof of abutter notification. No DEP File Number issues yet. Will continue hearing to Oct. 17.
Other Business:
Continuation of public hearing for John Rowell on dam project at Snow Pond. Commissioners require clearing of vegetation on the dam to comply with dam safety regulations; special seed mix for consideration; stumps to be removed. Group discussed using protective measures to cross intermittent stream. Commission voted to issue Order of Conditions with special conditions.
Scott Bigelow at 152 Calamint Hill No. in to discuss a 2011 determination from DCR. He wants to build a horse riding ring/paddock and asked what he needs to do. There are intermittent stream and possibly wetlands on the site. Commissioners recommend he engage a wetlands scientist to determine possible wetlands.
A request for Certificate of Compliance has been submitted for approval from Sandra & Marc Bourgeois at 126 Calamint Hill Road No. (Map 14, Lot 3). Maryanne DePinto presented a report on status of wetlands replication area—a project inherited from previous owner. Commission voted to issue Certificate of Compliance.
A request for Certificate of Compliance was submitted for approval from Kenneth Vaughn at 18 Radford Road (Map 12A, Lot 43) and the Commission voted to issue a C of C.
Group reviewed three Forest Cutting Plans—two from DCR
Minutes from Aug. 15, 2017 to be approved at next meeting.

Adjourned meeting.

The next PCC is scheduled for October 17, 2017.
