BOARD/COMMITTEE: PRINCETON CONSERVATION COMMISSION MINUTES

Attendance: Chairman Brian Keevan, John Vieira, Barbara Laughlin, Ron Thompson, and Rachael Catlow
Brian Keevan called the meeting to order at 7:04 PM.
Votes taken in the following actions are “all in favor” unless noted otherwise.
Public Hearings and Meetings:
Item 1: 7:04 PM – DEP File #267-0414.  A public hearing was continued for a Notice of Intent (NOI) for a house and septic system on Map 8B, Lot 21 located on Merriam Road for Jennifer Greene. The applicant is still revising engineering designs for the site.  The Commission voted to continue this hearing at May 21, 2019 meeting.
Item 2: 7:05 PM – DEP File #267-0421.  A public hearing was continued for a NOI for a driveway construction through a wetland, house and septic system on Lot 4 Country Lane. The applicant is still revising engineering designs for the site.  The Commission voted to continue this hearing at May 21, 2019 meeting.
Item 3: 7:07 PM – DEP File #267-0422.  A public hearing was continued for a NOI submitted by the Princeton Open Space Committee for trails to be developed on Calamint Hill conservation land.  Revised documents were submitted both to the Massachusetts Department of Environmental Protection (MassDEP) and the Commission.  Richard Gardner presented updated information at the meeting.  During discussions, the Commission noted that a Plan showing the delineated wetlands with flag numbers.  Additionally, the Summary of Stream Crossings table and project narrative sections required revisions and re-submittal to the MassDEP and the Commission.  Rick will email revised documents and a Plan to both the MassDEP and the Commission prior to the next meeting.  The Commission voted to continue this hearing at April 30, 2019 meeting.
Item 4:  7:54 PM – DEP File #267-0423.  A public hearing was continued for a NOI filed by Mohamed Samoda for 77 Main Street for a septic repair within Riverfront and buffer zone.  Commissioners Brian and John visited the site on April 13, 2019.  David Asmus presented updated plans and information on behalf of the applicant who was also present.  A letter dated April 4, 2019 was submitted to the Commission stating that the septic design issued 9/28/2017 meets the requirements as specified in 310 CMR 15.211.  The Commission requested a calculation of the square footage of impacts within Riverfront Area which is 2,020 sf and to submit a revised plan showing the limits of disturbance.  The Commission requested the applicant to complete the submitted NOI application.  The Commission voted to continue this hearing at April 30, 2019 meeting.
Item 5:  8:09 PM – DEP File #267-0396.  A public meeting for a Certificate of Compliance for a septic system repair/replacement for 247 East Princeton Road, Marsha and Greg Dowdy was voted to be continued to the May 21, 2019 until a site inspection is performed.  
Commission Other Business, Mail, Procedures, etc.:
The Commission reviewed the April 15, 2019 Annual Report from Lauren and Stephen Stimson for the Four Corners property.  Brian handed out the Land Use and Management Plan dated February 19, 2008 for Commission review and/or comments at the upcoming April 30, 2019 meeting.  
The April 2, 2019 meeting minutes were reviewed and approved with no edits.
The Commission discussed the proposed management of invasive plant species during the Route 140 East Princeton road reconstruction project.  The Commission does not want soil material containing invasive plants to be buried at depth during the project.
The Commission will continue to research property usage within buffer zones at the Conway-owed parcel located on Hubbardston Road (Route 62).
The Commission received a vegetation control plan from Tech Associates for the Providence and Worcester railroad rights of way for 2019 calendar year.
Forest Cutting Plan:
The next PCC meeting is scheduled for April 30, 2019.
