BOARD/COMMITTEE: PRINCETON CONSERVATION COMMISSION MINUTES

Attendance: Chairman John Vieira, Ron Thompson, Barbara Laughlin, Rachael Catlow, and Susan Mitchell
John Vieira called the meeting to order at 7:03 PM.
Votes taken in the following actions are “all in favor” unless noted otherwise.
Public Hearings:
Item 1:  A public hearing was continued at 7:04PM for a Notice of Intent (NOI) for Princeton Land Trust (PLT) hiking trail clearing (DEP File # 267-0413).  The applicant provided an updated means and methods for pier construction as well as the replication of approximately 30 square feet of wetlands to be filled due to the use of pier blocks.  An Order of Condition was issued by the Commission.  
Item 2: A public hearing is still open for a NOI for the paving of Calamint Hill Road North.  
The applicant did not attend the meeting; therefore, the public hearing will be continued until the October 16, 2018 meeting.
Item 3: A public hearing is still open for a NOI for a lot on Merriam Road at the corner of East Princeton Road (Map 8B, Lot 21) for Jennifer Greene (DEP #267-0414) for the construction of a single family residence and associated septic and potable well.  The applicant did not attend the meeting; therefore, the public hearing will be continued until the October 16, 2018 meeting.
Item 4: A public hearing was opened at 7:12PM for a NOI for tree removal at 42 Greene Road for M. Gonzalez (DEP# 267-0417).  The tree removal was a violation of written correspondence from property owner to the Commission which stipulated that tree removal would not occur within the 100 foot buffer zone of a bordering vegetated wetland (BVW).  The property owner presented information that the trees were cleared within the BVW buffer zone due to possible beaver damage.  Currently, the BVW buffer zone is naturally revegetating.   An Order of Conditions was approved with special conditions: permanent concrete markers or similar will be placed to demarcate the 100 foot BVW buffer zone and will remain in perpetuity.
Item 5: A public hearing was opened at 7:19 for a NOI for lot 16BR on Hickory Drive between #18 and #30.  The applicant, Labadini Corp., is submitting a NOI for the construction of a single family home.  Scott Peoples presented information to the Commission.  A site walk occurred on September 15, 2018.  The Commission requested that the area of the property nearest the drainage ditch and possible jurisdictional wetland area be looked at by a wetlands specialist.  This NOI will be continued until the October 16, 2018.  
Public Meetings:
Item 1:  The property owner Dowdy at 247 East Princeton Road requested Certificate of Compliance (COC) following the completion of septic repairs (DEP #267-0396).  Commissioners inspected the property on August 9, 2018 and determined that the septic leach field slopes needed additional work to be completed properly and stabilized near the toe of the slopes.  The applicant did not attend the meeting; therefore, the public meeting will be continued until the October 16, 2018 meeting.
OTHER BUSINESS:
Item 1:  The Commission reviewed the Order of Conditions (DEP #267-0409) for 23 Hubbardston Road to assess the applicant’s progress to date.  The Commission will prepare a certified mailing to follow-up on the applicant’s progress to comply with the enforcement action and special conditions listed on the Order of Conditions.
Item 2:  The Commission discussed a possible change of property use at 143 Calamint Hill Road North.  Currently, 10-wheel dump trucks are removing sand/gravel from the property.  The Commission will request a property visit to determine if there are jurisdictional areas in the vicinity of the work.  
Commission Other Business, Mail, Procedures, etc.:
The July 17, 2018 meeting minutes will be reviewed and approved during the October 2018 meeting.
The next PCC meeting is scheduled for October 16, 2018.
