PRINCETON CONSERVATION COMMISSION
MINUTES FOR MEETING
   February 16, 2016
PRESENT:
John Vieira, Susan Mitchell, Holly Palmgren, David Caporello, Ron Thompson and Brian Keevan from the PCC were in attendance as well as Brett Trowbridge Associate Member.

John Vieira called the meeting to order at 7:02 pm.

OLD BUSINESS:

  • Bruce Thurston, Tim Butler and Doug Andrysick attended the PCC meeting regarding the Mirick Road Project  DEP File No. 267-0383.  It was discussed that they needed to read and understand the Order of Conditions before any work starts and also that a site visit needs to be scheduled.  A site visit was scheduled for February 20, 2016 at 9 AM. Weather permitting.

NEW BUSINESS:

  • PCC received an email from Al Fuderman from Nashua River Watershed  to discuss a program to restore riparian habitats. He discussed the riparian habitat buffer zones.  He stated that Princeton is in good shape with 3.7% impervious surfaces. The program is shooting for 5% impervious area in the river buffer zone.   He will be sending the PCC a list of native plants and information on restoring the impervious surfaces in the buffer zone.  DCR’s Forest Stewardship Plan is also a part of this program.
  • Mike Downey from MA Bureau of Forestry attended the meeting to discuss Forest Cutting Plans. (Brook Station Road).  PCC would like a clarification on whether permission to do a site visit with the forester to confirm the wetland boundaries is needed.  Mike Downey stated that it is inferred that consent from the landowner is needed for the Conservation Commission members to enter the forest cutting project.  PCC has 10 days to comment on Forest Cutting Plans.  A more defined clarification will be pursued with DEP to see if Conservation Commissions need a warrant to enter a site.  Also the Chair will speak with Scott Jackson regarding this issue.

Minutes February 16, 2016

  • Larry Greene Jr. attended the PCC meeting with questions regarding Title 5 issues and conservation issues on the 8 acre parcel at the Fieldstone Farm Project.  
Setbacks of 200 ft. for a steam and 100 ft. for a BVW or ORW.  How to determine if it is a stream vs isolated wetland. PCC suggested filing an ANRAD.  Also he told PCC that the Rte. 140 project has changes to the road in the Hobbs Rd. section of the project and would like to be put on the March Agenda.

  • A flyer from the Division of Ecological Restoration, Scott Jackson was received about training for the Massachusetts Road-Stream Crossing Survey.  6 of the PCC members showed interest in attending.  Other towns will be approached to see how many members would be interested in attending.
  • John Vieira and Brian Keevan have signed to attend MACC training in March.

CERTIFICATE OF COMPLIANCE:  
  • A Request for a Certificate of Compliance was received from Douglas Andrysick Land Surveying for Marie Kincaid for Sadie’s Paradise Place off Rocky Pond Road.  DEP File No. 267-0333.  The request for a Certificate of Compliance was continued to the March meeting due to snow cover on the ground, unable to do a site visit.  This project was Amended on 11/20/12.  The Order of Conditions has expired.  PCC can issue a Certificate of Compliance on the work that has been completed.

FOREST CUTTING PLANS:  NONE

The minutes from the January 19, 2016 and January 26, 2016 meetings were accepted with minor changes as noted.
