PRINCETON CONSERVATION COMMISSION
MINUTES FOR MEETING
       October 20, 2015
PRESENT:  
John Vieira, Susan Mitchell, Holly Palmgren, Renee McDonough, Ron Thompson and Brian Keevan from the PCC were in attendance as well as Associate Member Brett Trowbridge.

John Vieira called the meeting to order at 7:00 pm.

OLD BUSINESS:

  • A continuation for a Notice of Intent filed by Larry Green Jr was opened at 7:01 PM for the Princeton DPW for culvert replacements on Grow Lane.  DEP File No. 267-0384.  DEP had questions and comments regarding this project, Mr. Greene addressed these concerns in a letter sent to PCC/DEP. Larry Greene addressed these issues with the PCC.  The stream crossing standards can not be met on this project, the impacts are temporary and a water quality certification is not needed.  Each culvert replacement should take 1 day to complete.    PCC requested an addendum letter regarding the clay inserts and additional impacts (wetland loss).  A motion to issue an Order of Conditions was made.  The public meeting was closed at 7:15 pm.  The DPW will give notice to the PCC for a preconstruction meeting.  
  • Marc and Sandra Bourgeois attended the PCC meeting regarding the Markley Property on Calamint Hill Road. Wetland area needs to be rebuilt to replace the filled wetlands from an old Order of Conditions outstanding.  PCC suggested that the Bourgeois’ hire a wetland consultant to estimate the cost of the replacement of the wetlands lost.   The PCC told the Bourgeois’ about the Permit Extension Act from August 15, 2008 through August 15, 1012 regarding to the septic plans.
  • Tom Sullivan from the Princeton Land Trust spoke to the PCC regarding the Fieldstone Farm Land Acquisition.   He distributed a new plan and narrative to the commission members.  There will be a Town Meeting on December 15, 2015 regarding the land acquisition.
  • A request from Gerald Oberhelman was made for the legal complaint regarding his property.  PCC consulted the Town Administrator and the Town Council, the Town Council was inconclusive.  The Town Administrator was given a copy of the original email regarding the complaint.  PCC talked about getting an anonymous phone number to take complaints and tips of wetland violations.

The minutes from the October 13, 2015 and October 20, 2015 meetings were tabled until the November meeting.
