MINUTES FOR MEETING
June 16, 2015
PRESENT:  
John Vieira, Susan Mitchell, Ron Thompson, Brian Keevan and Holly Palmgren from the PCC were in attendance.
MEETING:
John Vieira called the meeting to order at 7:00 pm.

OLD BUSINESS:

  • A continuation for a Notice of Intent filed by Terra Environmental for the Town of Princeton was opened at 7:01 PM for reconstruction of Route 140 (Redemption Rock Trail) from the East Princeton Fire Station to the Route 31 intersection.   The project consists of slight pavement widening and reclamation, ancillary work shall include tree removal where necessary, relocation of utility poles, construction/repair of existing culvert headwalls, replacement of compromised existing culvert(s), cleaning of drainage structures and culverts, grading of earthen shoulders beyond the pavement, and installation of erosion controls. Holly Palmgren recused herself from this project.  A site visit took place on June 9, 2015 with John Vieira, Brian Keevan, Sue Mitchell from the PCC and Glenn Lyons, Larry Greene Sr. from the Town and Mark Farrell. John Vieira documented all the documents that the PCC has received from Shelley Hultgren. Revised Plans (minus sheet 8) and NOI dated 6/16/15 were received.  Shelley gave an overview of the issues that needed addressing for the PCC as well as reviewing all changes made to the NOI and Plans.  PCC requested a brief written document as to why the Stream Crossing Standards can’t be met.  PCC also wanted an agreement with the contractor and the Town to make sure that a Certificate of Compliance is done at the end of the project.  The Hearing was closed at 8:07 PM.  An Order of Conditions was issued with special conditions as written.
  • An Enforcement Order was issued to Mr. Oberhelm at 296 Sterling Road, Princeton.  Mr. Oberhelm attended the meeting and he has got a contract with Goddard Consulting; he has written a letter with photos to the Board of Health; he had Paul Janowitz Construction look at the problem; and contacted 2 engineers to discuss this with.  He will give the PCC an update at the July meeting.
  • An Emergency Certificate is requested for the Fire Road culvert crossing replacements for the Paradise Pond Dam Project area requested by Ken Whitney – Princeton Fire Department.   3 culverts on Old Country road need to be replaced in order to have fire access to Leominster State Forest in that area.   An email was received that due to limitations in DCR’s contracts and fiscal year implications they do not anticipate being able to move forward with the work as intended.
  • John Vieira, Susan Mitchell and Brian Keevan did a site visit June 12, 2015 for the erosion controls on 15 Radford Road for Mark Chanaki.  

  • NEW BUSINESS:
  • Tom Sullivan from Princeton Land Trust and Deb Carey from Mass Audubon attended the meeting to discuss the possibility of acquiring the Smith Farm, 110 Hubbardston Road for Open Space.   On June 16, 2015 they came to an agreement with the Smith Family for 1 year so that the Princeton Land Trust and Audubon to secure financial backing to buy the 300 acre farm.  They would like the PCC to sign the application in support of the project by July 15, 2015.   A site visit will take place on June 20, 2015 with the PCC.  
  • Larry Green Jr, Ross Associates demonstrated why they couldn’t meet the standards for the culvert height for the Town of Princeton road reconstruction of Grow Lane.  Being a limited project they would meet the standards to the maximum extent as possible.  Larry Green, Jr will be taking over the project for Terra Environmental.
  • Rene McDonough from Goddard Consulting was voted as a new member for the Princeton Conservation Commission.
  • CERTIFICATE OF COMPLIANCE: NONE
  • FOREST CUTTING PLANS:  NONE
The June 16, 2015 minutes were accepted with minor changes.
Meeting was adjourned at 10:00 PM.
